IS 9994 (harmonized as IS/ISO 9994 — Lighters safety specification) is the Indian Standard covering safety requirements for flame-producing lighters, including pocket lighters and utility lighters. IS/ISO 9994:2018 is enforced under the Flame-Producing Lighters (Quality Control) Amendment Order, 2024 (S.O. 2986(E)); covered goods must bear the BIS Standard Mark under Scheme-I of Schedule-II of the BIS (Conformity Assessment) Regulations, 2018.
