HSN Chapter 96 covers miscellaneous manufactured articles spanning brooms, brushes, buttons, pens, lighters and personal-hygiene goods that do not fall within earlier chapters. Within this chapter the Bureau of Indian Standards (BIS) has notified 5 tariff lines under heading 9619 — sanitary towels and tampons, baby napkins and napkin liners, clinical diapers and a residual line for other sanitary articles of textile wadding, paper, cellulose or fibre.

The controlling standards are IS 5405 (sanitary napkins and tampons — absorbency, leakage, pH and bacteriological limits), IS 17514 (menstrual hygiene products — superabsorbent polymer content and skin-compatibility parameters) and IS 17509 (disposable baby and clinical diapers — absorbency, rewet, dryness and dermatological safety). All 5 codes fall under the ISI Mark Scheme through Scheme-I of Schedule-II of the BIS Conformity Assessment Regulations, 2018. Indian manufacturers require a CM/L licence; foreign manufacturers must obtain a Foreign Manufacturers Certification Scheme (FMCS) licence and appoint an Authorised Indian Representative (AIR) carrying statutory liability under Section 17 of the BIS Act, 2016.
