HSN Chapter 95 covers toys, games and sports requisites with their parts and accessories. Within this chapter the Bureau of Indian Standards (BIS) has notified 7 tariff lines split across two schemes: 4 codes under the ISI Mark Scheme (Scheme-I of Schedule-II of the BIS Conformity Assessment Regulations, 2018) covering electronic and non-electronic toys and toy parts under IS 9873 (safety of toys) with IS 15644 in concurrent running for electric-toy safety, and 3 codes under the Compulsory Registration Scheme (CRS) covering coin-operated games, video game consoles and other electronic gaming machines under IS/IEC 62368-1 (IS 13252) with IS 616.

Indian toy manufacturers must hold a CM/L licence on the ISI-Scheme codes — toys without the ISI mark cannot be sold, distributed or stored anywhere in India under the Toys (Quality Control) Order, 2020. Foreign toy manufacturers ship through the Foreign Manufacturers Certification Scheme (FMCS) with an Authorised Indian Representative (AIR). CRS-notified gaming machines follow the test-and-self-declaration pathway through a BIS-recognised laboratory and obtain an R-number that must appear on the unit; customs verification at Indian ports runs against manakonline.in in real time.
