HSN Chapter 29 covers organic chemicals — separate chemically defined compounds, their salts, esters, ethers and heterocyclic derivatives. Within this chapter the Bureau of Indian Standards (BIS) has notified 2 tariff lines: butyl acrylate under heading 2916 12 10 and morpholine under heading 2934 99 20. Both compounds are inputs into downstream coatings, adhesives and water-treatment chemistries where contaminant control governs end-product specification.

The controlling standards are IS 14709, which specifies purity and stabiliser limits for butyl acrylate, and IS 12084, which sets purity, moisture and amine-content limits for morpholine. Both codes fall under the ISI Mark Scheme under Scheme-I of Schedule-II of the BIS Conformity Assessment Regulations, 2018. Indian manufacturers must hold a CM/L licence; foreign producers shipping these monomers into India must secure a Foreign Manufacturers Certification Scheme (FMCS) licence and appoint an Authorised Indian Representative (AIR) carrying statutory liability.
