HSN Chapter 28 covers inorganic chemicals and the organic or inorganic compounds of precious metals, rare-earth metals, radioactive elements and isotopes. Within this chapter the Bureau of Indian Standards (BIS) has notified 10 tariff lines spanning headings 2809 through 2847 — phosphoric and polyphosphoric acids, phosphorus chlorides, aluminium chloride, sodium sulphides, sodium sulphoxylates, barium carbonate and hydrogen peroxide — each placed under a distinct Quality Control Order issued by the Department for Promotion of Industry and Internal Trade.
The controlling standards include IS 798 (phosphoric acid), IS 17439 (polyphosphoric acids), IS 11657 (phosphorus oxychloride), IS 4581 (phosphorus trichloride), IS 11744 (phosphorus pentachloride), IS 15573 (aluminium chloride), IS 297 (sodium sulphides), IS 4505 (sodium sulphoxylates), IS 3205 and IS 12928 (barium carbonate) and IS 2080 (hydrogen peroxide). All 10 codes fall under the ISI Mark Scheme. Indian manufacturers require a CM/L licence; foreign manufacturers must obtain an FMCS licence through an Authorised Indian Representative.
