The most common error on this tariff line is securing AQCS health documentation while treating the CITES Certificate as an ancillary formality. Worked bone articles — even where the species is not immediately apparent from the finished product — remain subject to CITES controls administered by WCCB, and a missing or expired CITES Certificate at the bill of entry will result in detention regardless of whether AQCS clearance is otherwise complete.
