HSN 9503 00 91 (parts and accessories of electronic toys) is covered by a Bureau of Indian Standards Quality Control Order under the Toys (Quality Control) Order, 2020. Conformity to IS 9873 (Parts 1, 2, 3, 4, 7, and 9) and IS 15644 is mandatory under the ISI Mark Scheme, with the QCO published via S.O. 853(E) dated 25 February 2020. The single most common error on this tariff line is treating parts and accessories of electronic toys as falling outside the Toys (Quality Control) Order because they are not finished toys — the QCO and Policy Condition 2 of Chapter 95 expressly apply to parts and accessories, and customs draws random samples from every consignment for NABL laboratory testing. A conditional release at port does not permit market sale; goods that fail the sample test face destruction or re-export at the importer's cost, with no remedy once the consignment is inside the country.
