HSN 9503 00 10 (electronic toys) is covered by a Bureau of Indian Standards Quality Control Order under the Toys (Quality Control) Order, 2020. Conformity to IS 9873 (Parts 1, 2, 3, 4, 7 and 9) and IS 15644:2006 is mandatory under the ISI Mark Scheme, with the QCO operative from 25 February 2020. Extended Producer Responsibility authorisation for electrical or electronic toy components, administered by the Central Pollution Control Board, applies as a separate customs-clearance overlay.

- 2Ensure each toy bears the ISI mark and the supplier's CM/L number per Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018. - 3Accompany each consignment with certificates of conformity to IS 9873 (Parts 1, 2, 3, 4, 7 and 9) and IS 15644:2006. - 4Quote the supplier's BIS CM/L number on the bill of entry and retain conformity certificates. - 5Obtain Extended Producer Responsibility authorisation from the Central Pollution Control Board before importing electrical trains, car racing sets, or sports equipment with electrical or electronic components. The single most common error on this tariff line is presenting conformity certificates only to IS 9873 while omitting IS 15644:2006 — customs policy requires compliance with both standards simultaneously, and a certificate covering only the IS 9873 parts is insufficient for clearance. A sample will be drawn from every consignment regardless of certificate quality; goods that fail NABL testing are returned or destroyed at the importer's expense with no recourse, making pre-shipment third-party verification against both standards at an NABL-accredited laboratory the decisive risk-control measure.
