HSN 9405 99 00 (parts of luminaires and lighting fittings) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS 60669, IS 15885, IS 16103, and IS 1258 is mandatory under the Compulsory Registration Scheme and the ISI Mark Scheme depending on the specific product, with enforcement commencing from 25 March 2021 for LED control products and 1 July 2024 for bayonet lamp holders. Directorate General of Foreign Trade and Central Board of Indirect Taxes and Customs policy controls apply as separate customs-clearance overlays.

   Identify the precise product type within the consignment — LED dimmers (IS 60669 Part 2 Sec 1:2008), DC/AC electronic control gears for LED modules (IS 15885 Part 2 Sec 13:2012), independent LED modules (IS 16103 Part 1:2012), or bayonet lamp holders (IS 1258:2005) — and confirm the applicable Indian Standard before procurement. Each product sub-type maps to a distinct IS and a distinct BIS registration.

   Verify the foreign supplier's BIS registration — R-number under Scheme II of Schedule II for LED dimmers, LED control gear, and LED modules; CM/L under Scheme I of Schedule II for bayonet lamp holders. Confirm the registration is current, model-specific, and covers the licensed manufacturing facility on the BIS online register before placing the purchase order.

   Ensure each product unit bears the Standard Mark — the BIS R-number for CRS products or the ISI mark and CM/L number for lamp holders — on the product itself and not on packaging alone. Marking format must comply with Scheme I or Scheme II of Schedule II to the BIS (Conformity Assessment) Regulations, 2018 as applicable to the product type.

   Quote the BIS registration number (R-number or CM/L as applicable) on the bill of entry. Customs verifies the registration in real time against the BIS portal; an absent, expired, or scope-mismatched registration triggers consignment detention, demurrage, and potential confiscation.

   Verify compliance with DGFT Notification 13/2024-25 dated 20-05-2024 with respect to paragraph 2.31(1)(b) of the Foreign Trade Policy 2023 and paragraph 2(C) of the General Notes to the Import Policy, and with Central Board of Indirect Taxes and Customs Instruction 27/2025-Cus dated 26-08-2025. Both obligations run parallel to the BIS QCO and are not waived by BIS registration.
