Compliance steps
  1. 1
Verify whether your product is a flashlight as defined in the Flashlight (Quality Control) Order, 2025. General enterprises must comply from 28 July 2025; small enterprises from 28 October 2025; micro enterprises from 28 January 2026. Consult the exemptions under paragraph 2 of S.O. 501(E) before proceeding.

  2. 2
Source flashlights only from a Bureau of Indian Standards Compulsory Registration Scheme R-number holder with current registration against IS 2083. Verify the R-number, registered model scope, and registration validity on the BIS online portal before placing the purchase order.

  3. 3
Ensure every unit bears the Standard Mark and the supplier's BIS R-number under a licence from the Bureau of Indian Standards per Scheme I of Schedule II of the BIS (Conformity Assessment) Regulations, 2018. Marking must appear on the product itself, not packaging alone.

  4. 4
Confirm compliance with DGFT Notification 13/24-25 dated 20-05-2024 regarding paragraph 2.31(1)(b) of the Foreign Trade Policy 2023 and paragraph 2(C) of the General Notes to the Import Policy. Retain documentary evidence of compliance at the time of filing the bill of entry.

  5. 5
Ensure compliance with paragraphs 1 to 4 of Central Board of Indirect Taxes and Customs Instruction 27/2025-Cus dated 26-08-2025. Quote the supplier's BIS R-number on the bill of entry; an absent, expired, or model-mismatched R-number triggers consignment detention.

A word of counsel

The single most common error on this tariff line is assuming the BIS QCO obligation extends uniformly to all non-electrical luminaires and lighting fittings classifiable under HSN 9405 50 00. The Flashlight (Quality Control) Order, 2025 has a product-specific scope limited to flashlights as defined therein; importers of other non-electrical lighting products may be outside the IS 2083 QCO scope while still being subject to the LED luminaire IS 10322 series under the Electronics and Information Technology Goods (Requirement of Compulsory Registration) Order, 2021. Misreading the scope as universal — or conversely, assuming the QCO does not apply at all — both produce the same outcome: port detention.

Frequently asked
Does HSN 9405 50 00 require BIS certification?
Yes, for flashlights within the scope of the Flashlight (Quality Control) Order, 2025. Conformity to IS 2083 is mandatory under the Compulsory Registration Scheme, with enforcement commencing 28 July 2025 for general enterprises, per S.O. 501(E) dated 21-01-2025.
Do micro and small enterprises have the same enforcement date as general enterprises?
No. General enterprises must comply from 28 July 2025; small enterprises from 28 October 2025; micro enterprises as defined under the MSMED Act, 2006 from 28 January 2026.
Are LED luminaires also covered under this HSN?
LED luminaire variants classifiable under HSN 9405 50 00 may separately require BIS registration under the Electronics and Information Technology Goods (Requirement of Compulsory Registration) Order, 2021 against IS 16102 (Part 1) and the IS 10322 (Part 5) series, per S.O. 1248(E) dated 18-03-2021.
Is a single BIS R-number sufficient for all flashlight models from one manufacturer?
No. The R-number is model-specific; flashlight variants outside the registered model scope are not covered, and customs detains consignments where the bill-of-entry model does not match the BIS register.
