Non-electrical luminaires and lighting fittings (flashlights, hand torches)
HSN 9405 50 00 (non-electrical luminaires and lighting fittings) is covered by a Bureau of Indian Standards Quality Control Order. Flashlights as defined in the Flashlight (Quality Control) Order, 2025 must conform to IS 2083 under the Compulsory Registration Scheme with effect from 28 July 2025 for general enterprises, 28 October 2025 for small enterprises, and 28 January 2026 for micro enterprises. Directorate General of Foreign Trade policy controls under the Foreign Trade Policy 2023 apply as a separate customs-clearance overlay.

The single most common error on this tariff line is assuming the BIS QCO obligation extends uniformly to all non-electrical luminaires and lighting fittings classifiable under HSN 9405 50 00. The Flashlight (Quality Control) Order, 2025 has a product-specific scope limited to flashlights as defined therein; importers of other non-electrical lighting products may be outside the IS 2083 QCO scope while still being subject to the LED luminaire IS 10322 series under the Electronics and Information Technology Goods (Requirement of Compulsory Registration) Order, 2021. Misreading the scope as universal — or conversely, assuming the QCO does not apply at all — both produce the same outcome: port detention.
