HSN 9405 39 00 (other luminaires and lighting fittings) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS 10322 (Part 5) and IS 16102 (Part 1) is mandatory under the Compulsory Registration Scheme with effect from 18 March 2021, by virtue of the Electronics and Information Technology Goods (Requirement of Compulsory Registration) Order, 2021. Directorate General of Foreign Trade and Central Board of Indirect Taxes and Customs policy controls apply as separate customs-clearance overlays.

- 1Verify the foreign supplier's BIS Compulsory Registration Scheme R-number on the BIS portal against the applicable IS section: IS 10322 Part 5 Section 1 (fixed general-purpose LED luminaires), Section 2 (recessed), Section 3 (road/street), Section 5 (flood lights), Section 6 (hand lamps), Section 7 (lighting chains), Section 8 (emergency lighting), or IS 16102 Part 1 (self-ballasted LED lamps). The most common error on this tariff line is treating the BIS Compulsory Registration Scheme obligation as a single R-number covering the entire product shipment, when in fact each distinct luminaire type — fixed general-purpose, recessed, road/street, flood, hand lamp, lighting chain, emergency — must be individually registered against its own IS 10322 Part 5 section. A consignment mixing luminaire types where one or more models lack a corresponding R-number will face detention on the unregistered models, even where the principal SKU is fully compliant.
