HSN 9404 40 10 (Quilts) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS 17630:2021 is mandatory under the ISI Mark Scheme with effect from 01 January 2025, per Scheme-I of Schedule-II of the BIS (Conformity Assessment) Regulations, 2018. Animal Quarantine and Certification Services documentation requirements under Circular 24/2022-CUS apply as a separate customs-clearance overlay for consignments containing animal-origin filling materials.

The most common error on this tariff line is treating IS 17630:2021 as applicable only to bedsheets and pillow covers — the CCR references those articles in its plain-language summary, but the standard's scope and the QCO obligation extend to quilts, bedspreads, eiderdowns, and duvets of cotton, man-made fibre, and blended textiles. An importer who secures a CM/L only for bedsheets but ships quilts under the same entry faces detention for out-of-scope certification, even where the licence number and ISI mark are otherwise visible on the consignment.
