HSN 9403 91 00 (parts of furniture, of wood) is subject to the ITC (HS) Restricted-import policy administered by the Directorate General of Foreign Trade (DGFT). DGFT Notification 7/2025-26 dated 17-05-2025 introduces Para 19 to the General Notes of the ITC (HS) 2022, imposing port restrictions on imports of certain goods originating in or exported from Bangladesh.
- ITC policy compliance from DGFT
- Port restriction declaration to CBIC
- 1Verify whether the consignment originates in or is exported from Bangladesh. If so, confirm the goods are not subject to the port restrictions imposed under Para 19 of the General Notes of the ITC (HS) 2022, or establish that the consignment qualifies under the exemptions listed in Para 2 and Para 3 of that notification.DGFT Notification 7/2025-26 dated 17-05-2025 · General Notes Para 19, ITC (HS) 2022
- 2Where the Bangladesh-origin port restriction applies, route the consignment only through the permitted ports specified in Para 1 of DGFT Notification 7/2025-26. Consignments arriving at an unpermitted port are liable to detention and re-export.DGFT Notification 7/2025-26 dated 17-05-2025 · General Notes Para 19 Para 1, ITC (HS) 2022
The Bangladesh-origin restriction under Para 19 is conditional and not blanket: importers frequently overlook the Para 2 and Para 3 exemptions, which may permit certain wooden furniture parts to move freely. Equally, importers sourcing from third countries that transit through Bangladesh should verify that the goods are not treated as Bangladesh-origin at the bill of entry, as an incorrect country-of-origin declaration attracts port-restriction enforcement and potential confiscation under the Customs Act, 1962.
