HSN 9403 83 00 (furniture of rattan) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to applicable Indian Standards under the Furniture (Quality Control) Order, 2025 is mandatory under the ISI Mark Scheme, with the general enforcement date of 14 February 2026 (14 August 2026 for Micro and Small Enterprises). For rattan furniture with upholstered composites used in non-domestic settings, IS 15768:2008 under the Protective Textile Quality Control (Upholstered Composites used for Non-Domestic Furniture) Order, 2024 applies as an additional overlay from 31 March 2025.

The most common error on this tariff line is treating the rattan furniture QCO as a single-IS obligation and sourcing a CM/L against only one Indian Standard for a mixed shipment spanning multiple furniture types. Each product category — chairs, tables, beds, storage units, bunk beds — maps to a distinct IS (17631 through 17636:2022), and a CM/L is category-specific. A consignment containing, say, rattan chairs and rattan beds requires the exporter to hold separate, current CM/L licences against IS 17632:2022 and IS 17635:2022 respectively; a single licence for one category does not cover the other, and customs detains the non-covered product lines.
