Bamboo furniture (chairs, tables, beds, storage units)
HSN 9403 82 00 (bamboo furniture) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS 17631:2022 through IS 17636:2022 is mandatory under the ISI Mark Scheme with effect from 14 February 2026 (14 August 2026 for Micro and Small Enterprises), by virtue of the Furniture (Quality Control) Order, 2025. Directorate General of Foreign Trade policy controls apply as a separate customs-clearance overlay.
Procedural directions for customs clearance are issued by: Directorate General of Foreign Trade.
- 1Source only from a Bureau of Indian Standards CM/L-licensed manufacturer holding a current licence against the applicable Indian Standard for the specific furniture category: IS 17631:2022 (work chairs), IS 17632:2022 (general purpose chairs and stools), IS 17633:2022 (tables and desks), IS 17634:2022 (storage units and desks), IS 17635:2022 (beds), or IS 17636:2022 (bunk beds). Verify the CM/L number, licensed product scope, and manufacturing facility on the BIS online register before placing the purchase order.Furniture (Quality Control) Order, 2025 · S.O. 801(E) dated 13-02-2025
- 2Ensure each article of bamboo furniture bears the ISI mark and the supplier's CM/L number per Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018. Marking must appear on the product itself; packaging-only marking does not satisfy the requirement.Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018 · Furniture (Quality Control) Order, 2025
- 3Verify compliance with the Furniture (Quality Control) Amendment Order, 2026, including any provisos inserted to paragraph 2 of the original order. Review the amended conditions before finalising supplier contracts for consignments arriving on or after 14 February 2026.S.O. 774(E) dated 12-02-2026 · Furniture (Quality Control) Amendment Order, 2026
- 4If the bamboo furniture contains upholstered composites used for non-domestic applications, verify compliance with IS 15768:2008 under the Protective Textile Quality Control (Upholstered Composites used for Non-Domestic Furniture) Order, 2024, which came into force from 31 March 2025.S.O. 3916(E) dated 12-09-2024 · Protective Textile Quality Control (Upholstered Composites used for Non-Domestic Furniture) Order, 2024
- 5Quote the supplier's BIS CM/L number on the bill of entry. If the consignment originates in Bangladesh, verify whether port restrictions under paragraph 19 of the ITC (HS) 2022 general notes apply; goods outside the documented carve-outs are restricted to specified ports of entry.DGFT Notification 7/25-26 dated 17-05-2025 · BIS Act, 2016 · Customs Act, 1962
The single most common error on this tariff line is treating bamboo furniture as a single-standard product when the Furniture (Quality Control) Order, 2025 maps six distinct Indian Standards to six distinct furniture categories within the same HSN. A CM/L licence held against IS 17635:2022 (beds) does not cover work chairs (IS 17631:2022) or bunk beds (IS 17636:2022); mixed consignments containing multiple furniture categories must be supported by a corresponding set of CM/L licences — one per IS — or the out-of-scope items face detention at port regardless of the remaining licences being valid.
