HSN 9403 70 00 (furniture of plastics) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS 17631:2022 through IS 17636:2022 is mandatory under the ISI Mark Scheme by virtue of the Furniture (Quality Control) Order, 2025, with effect from 14 February 2026 for standard enterprises and 14 August 2026 for Micro and Small Enterprises. Directorate General of Foreign Trade policy controls on Bangladesh-origin goods apply as a separate customs-clearance overlay.

The single most common error on this tariff line is treating the entire consignment as governed by one IS number when each furniture category carries a distinct standard — IS 17631 through IS 17636 are not interchangeable. An importer sourcing a mixed shipment of chairs, beds, and storage units must hold category-specific CM/L verification for each product type; a CM/L against IS 17631 (work chairs) does not authorise import of beds, which require IS 17635. Customs examining a mixed consignment will scrutinise each category independently, and any one category without a matching CM/L triggers detention of the entire shipment.
