HSN 9403 60 00 (other wooden furniture) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS 17631:2022 through IS 17636:2022 (by furniture type) is mandatory under the ISI Mark Scheme, with the Furniture (Quality Control) Order 2025 coming into force from 14 February 2026 for large enterprises and 14 August 2026 for micro and small enterprises; IS 15768:2008 applies separately to upholstered composites used in non-domestic furniture with effect from 31 March 2025. Directorate General of Foreign Trade policy controls apply as a separate customs-clearance overlay.

The most common error on this tariff line is applying a single CM/L licence across multiple furniture product types without verifying that the licence scope covers each distinct category. IS 17631 through IS 17636 are separate standards tied to separate product families — a CM/L against IS 17635 (beds) does not cover IS 17633 (tables); customs detains any article whose type falls outside the specific standard on the licence. Importers assembling mixed-category furniture containers must hold — or source from a supplier holding — individual CM/L licences for every product type in the shipment.
