Wooden bedroom furniture other than named kinds (beds, storage units, desks)
HSN 9403 50 90 (wooden bedroom furniture, other) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to the applicable Indian Standards in the IS 17631–17636:2022 series is mandatory under the ISI Mark Scheme, with effect from 14 February 2026 for large enterprises and 14 August 2026 for micro and small enterprises, by virtue of the Furniture (Quality Control) Order, 2025. Directorate General of Foreign Trade policy controls, including Bangladesh port restrictions under DGFT Notification 7/25-26, apply as a separate customs-clearance overlay.
Procedural directions for customs clearance are issued by: Directorate General of Foreign Trade.
- 1Identify the product-specific Indian Standard that governs the consignment: IS 17631:2022 (work chairs), IS 17632:2022 (general-purpose chairs and stools), IS 17633:2022 (tables and desks), IS 17634:2022 (storage units and desks), IS 17635:2022 (beds), or IS 17636:2022 (bunk beds). Mixed consignments require a separate CM/L licence for each product category present.Furniture (Quality Control) Order, 2025 · S.O. 801(E) dated 13-02-2025 · Furniture (Quality Control) Amendment Order, 2026 · S.O. 774(E) dated 12-02-2026
- 2Source only from a Bureau of Indian Standards CM/L-licensed manufacturer holding a current licence against the applicable IS in the IS 17631–17636:2022 series. Verify the CM/L number, licensed product scope, and manufacturing facility address on the BIS online register before placing the purchase order.Furniture (Quality Control) Order, 2025 · S.O. 801(E) dated 13-02-2025 · Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018
- 3Confirm whether the exporting manufacturer qualifies as an Udyam-registered enterprise with plant and machinery investment not exceeding ₹1 crore and turnover not exceeding ₹5 crore for the previous financial year. If so, obtain a Chartered Accountant certificate attesting to the exemption; the BIS QCO obligation does not apply to that enterprise.Furniture (Quality Control) Order, 2025 · S.O. 801(E) dated 13-02-2025 · Furniture (Quality Control) Amendment Order, 2026 · S.O. 774(E) dated 12-02-2026
- 4Ensure every article bears the ISI mark and the supplier's CM/L number in accordance with Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018. Marking must appear on the product itself; marking on packaging alone does not satisfy the QCO requirement.Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018 · Furniture (Quality Control) Order, 2025
- 5If the consignment originates in Bangladesh, verify whether the goods fall within the port restrictions under paragraph 19 of the ITC (HS) 2022 general notes. Goods outside the documented carve-outs in paragraphs 2 and 3 are restricted to specified ports of entry.DGFT Notification 7/25-26 dated 17-05-2025 · General Note paragraph 19 of ITC (HS) Import Policy 2022
The single most common error on this tariff line is importing a mixed bedroom-furniture consignment — say, beds alongside storage units and work chairs — under a single CM/L licence that covers only one product category. Each IS 17631–17636:2022 standard is product-specific, and a CM/L licence is scoped to the product category and manufacturing facility it was granted for; articles outside that scope are unmarked goods for customs purposes, exposing the importer to consignment detention, ground rent, and potential confiscation regardless of whether the other articles in the same consignment are fully compliant.
