HSN 9403 50 10 (bed stead) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS 17635:2022 (beds) is mandatory under the ISI Mark Scheme by virtue of the Furniture (Quality Control) Order, 2025, with effect from 14 February 2026 for general manufacturers and 14 August 2026 for Micro and Small Enterprises. Directorate General of Foreign Trade policy controls apply as a separate customs-clearance overlay.
Procedural directions for customs clearance are issued by: Directorate General of Foreign Trade.
- 1Source only from a Bureau of Indian Standards CM/L-licensed manufacturer holding a current licence against IS 17635:2022 (beds). Verify the supplier's CM/L number, licensed product scope, and manufacturing facility address on the BIS online register before placing the purchase order.Furniture (Quality Control) Order, 2025 · S.O. 801(E) dated 13-02-2025 · IS 17635:2022
- 2Ensure every bed stead bears the ISI mark and the supplier's CM/L number under Scheme-I of Schedule-II to the Bureau of Indian Standards (Conformity Assessment) Regulations, 2018. Marking must appear on the product itself, not on packaging alone.Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018 · Furniture (Quality Control) Order, 2025
- 3Confirm whether the foreign manufacturer also supplies bunk beds (IS 17636:2022) in the same consignment; each product type maps to a distinct IS standard and requires a separate CM/L scope entry. A single bill of entry covering mixed bedroom furniture must cite the correct IS number per product line.IS 17635:2022 (beds) · IS 17636:2022 (bunk beds) · Furniture (Quality Control) Order, 2025 · S.O. 801(E) dated 13-02-2025
- 4Verify the Micro and Small Enterprise exemption status of the overseas supplier if applicable. Enterprises registered on the Udyam Portal with plant and machinery investment not exceeding ₹1 crore and annual turnover not exceeding ₹5 crore (as certified by a Chartered Accountant) are exempt from the QCO until 14 August 2026.Furniture (Quality Control) Order, 2025 · S.O. 801(E) dated 13-02-2025 · Furniture (Quality Control) Amendment Order, 2026 · S.O. 774(E) dated 12-02-2026
- 5If the consignment originates in Bangladesh, verify whether the goods fall within the port restrictions introduced under paragraph 19 of the general notes to the ITC (HS) 2022 import policy. Goods outside the documented carve-outs are restricted to specified ports of entry.DGFT Notification 7/25-26 dated 17-05-2025 · General Notes to ITC (HS) Import Policy 2022
The single most common error on this tariff line is applying IS 17631:2022 (work chairs) — the primary IS in the lookup table — to bed steads, which are governed exclusively by IS 17635:2022. The Furniture QCO maps six distinct IS standards across six product categories within the same HSN family; a CM/L licence against the wrong IS standard renders the consignment non-compliant regardless of the licence's validity, and customs will detain the shipment pending production of the correct IS 17635:2022 certification.
