HSN 9403 20 90 (other metal furniture) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to the applicable Indian Standard (IS 17631:2022 through IS 17636:2022 by product type, and IS 15768:2008 for upholstered composites in non-domestic furniture) is mandatory under the ISI Mark Scheme pursuant to the Furniture (Quality Control) Order, 2025 and the Protective Textile Quality Control (Upholstered Composites used for Non-Domestic Furniture) Order, 2024. Directorate General of Foreign Trade policy controls apply as a separate customs-clearance overlay.

The single most consequential error on this tariff line is treating the Furniture (Quality Control) Order, 2025 as a single-standard regime and sourcing a CM/L against only IS 17631:2022 (work chairs) when the consignment contains a mixed article assortment — tables, beds, and storage units each attract a distinct IS number, and a CM/L is scope-specific. An importer who ships a container mixing work chairs, bunk beds, and storage units with the supplier licensed only against IS 17631:2022 will face detention on the unlicensed article types at port, with demurrage accruing while each unlicensed article is re-certified or re-exported.
