Medical, surgical, dental and veterinary furniture (other than hospital beds)
HSN 9402 90 90 (medical, surgical, dental and veterinary furniture — other) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to the applicable Indian Standard is mandatory under the ISI Mark Scheme pursuant to the Furniture (Quality Control) Order, 2025, with phased enforcement from 14 February 2026 for standard enterprises and 14 August 2026 for micro and small enterprises. Directorate General of Foreign Trade policy controls on Bangladesh-origin goods apply as a separate customs-clearance overlay where triggered.
Procedural directions for customs clearance are issued by: Directorate General of Foreign Trade.
- 1Identify which Indian Standard governs the specific product being imported: IS 17631:2022 (work chairs), IS 17632:2022 (general purpose chairs and stools), IS 17633:2022 (tables and desks), IS 17634:2022 (storage units and desks), IS 17635:2022 (beds), or IS 17636:2022 (bunk beds). For upholstered composites used in non-domestic furniture, IS 15768:2008 applies from 31 March 2025.Furniture (Quality Control) Order, 2025 · S.O. 801(E) dated 13-02-2025 · Protective Textile Quality Control (Upholstered composites used for Non-Domestic Furniture) Order, 2024 · S.O. 3916(E) dated 12-09-2024
- 2Verify the foreign supplier's BIS CM/L licence number against the applicable IS on the BIS online register before placing the purchase order. The CM/L must be product-scope-specific and current; a licence against IS 17631:2022 (work chairs) does not cover goods classifiable under IS 17633:2022 (tables and desks).Furniture (Quality Control) Order, 2025 · S.O. 801(E) dated 13-02-2025 · Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018
- 3Ensure every article bears the ISI mark and the supplier's CM/L number under Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018. Marking must appear on the product itself; marking only on packaging is not compliant.Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018 · Furniture (Quality Control) Order, 2025
- 4Confirm whether the supplier qualifies for the MSME exemption: enterprises registered on the Udyam Portal with plant and machinery investment not exceeding ₹1 crore and turnover not exceeding ₹5 crore for the previous financial year (certified by a Chartered Accountant) are outside the QCO obligation. This exemption must be documented; it is not self-executing.S.O. 801(E) dated 13-02-2025 · Furniture (Quality Control) Amendment Order, 2026 · S.O. 774(E) dated 12-02-2026
- 5If the consignment originates in Bangladesh, verify whether the goods fall within the port restrictions under paragraph 19 of the general notes to the import policy introduced by Directorate General of Foreign Trade Notification 7/25-26. Goods outside the documented carve-outs in paragraphs 2 and 3 are restricted to specified ports.DGFT Notification 7/25-26 dated 17-05-2025 · General Note 19 of the ITC (HS) Import Policy
The most consequential error on this tariff line is treating the QCO as a single-standard obligation when seven distinct Indian Standards govern different furniture sub-types within the same 8-digit HSN. A CM/L held against IS 17632:2022 for general-purpose chairs does not authorise import of operating tables or examination tables; customs verifies the CM/L product scope against the goods description on the bill of entry, and a scope mismatch triggers detention irrespective of whether an ISI mark is physically present on the consignment.
