HSN 9401 80 00 (other seats) is covered by a Bureau of Indian Standards Quality Control Order. - 2Source only from a Bureau of Indian Standards CM/L-licensed manufacturer holding a current licence against the applicable IS standard for the specific product type. Verify the CM/L number, licensed product scope, and manufacturing facility on the BIS online register before placing the purchase order.Furniture (Quality Control) Order, 2025 · S.O. 801(E) dated 13-02-2025 · Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018
- 3Ensure every article bears the ISI mark and the supplier's CM/L number in accordance with Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018. - 4Confirm whether the manufacturer qualifies for the Micro and Small Enterprise deferral. Enterprises registered on the Udyam Portal with plant and machinery investment not exceeding ₹1 crore and turnover not exceeding ₹5 crore for the previous financial year (as certified by a Chartered Accountant) are outside the QCO obligation until 14 August 2026.S.O. 801(E) dated 13-02-2025 · S.O. 774(E) dated 12-02-2026 · Furniture (Quality Control) Amendment Order, 2026
- 5If the consignment originates in Bangladesh, verify whether the goods fall within the port restrictions introduced under paragraph 19 of the general notes to the import policy per DGFT Notification 7/25-26. Goods outside the documented carve-outs in paragraphs 2 and 3 are restricted to specified ports.DGFT Notification 7/25-26 dated 17-05-2025 · General Notes to ITC (HS) Import Policy 2022
The most common error on this tariff line is treating the QCO as a single-standard obligation. HSN 9401 80 00 encompasses seven distinct Indian Standards mapped to distinct product types; a CM/L licence held against IS 17632:2022 for general-purpose chairs does not cover work chairs (IS 17631:2022) or bunk beds (IS 17636:2022) in the same consignment. Mixed-type shipments that arrive with a single-standard CM/L licence are detained at port for each uncovered product type, even if the licensed standard is otherwise current and valid.
