- 1Identify which Indian Standard applies to the specific furniture product being imported: IS 17631:2022 (work chairs), IS 17632:2022 (general purpose chairs and stools), IS 17633:2022 (tables and desks), IS 17634:2022 (storage units and desks), IS 17635:2022 (beds), or IS 17636:2022 (bunk beds). Source only from a Bureau of Indian Standards CM/L-licensed manufacturer holding a current licence against the applicable standard.Furniture (Quality Control) Order, 2025 · S.O. 801(E) dated 13-02-2025 · IS 17631:2022 through IS 17636:2022
- 2Verify the supplier's CM/L licence number, licensed product scope, and manufacturing facility address on the BIS online register before placing the purchase order. The licence must specifically cover the product type and facility from which the consignment will be shipped.Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018 · Furniture (Quality Control) Order, 2025
- 3Ensure every article bears the ISI mark and the supplier's CM/L number under Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018. Marking must appear on the product itself; packaging-only marking is insufficient and will trigger detention at port.Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018 · S.O. 801(E) dated 13-02-2025
- 4Quote the supplier's BIS CM/L number and the applicable IS number on the bill of entry. Customs verifies the CM/L in real time against the BIS register; an absent, expired, or product-scope-mismatched licence triggers consignment detention, demurrage, and potential re-export or confiscation.Furniture (Quality Control) Order, 2025 · S.O. 801(E) dated 13-02-2025 · BIS Act, 2016 · Customs Act, 1962
- 5If the importer or the foreign manufacturer qualifies as a Micro or Small Enterprise registered on the Udyam Portal with plant and machinery investment not exceeding ₹1 crore and turnover not exceeding ₹5 crore for the previous financial year as certified by a Chartered Accountant, document the exemption basis on the bill of entry; the compliance date deferred to 14-08-2026 for such enterprises. Also verify compliance with the provisos in the Furniture (Quality Control) Amendment Order, 2026.S.O. 801(E) dated 13-02-2025 · S.O. 774(E) dated 12-02-2026 · Furniture (Quality Control) Amendment Order, 2026
The most common error on this tariff line is treating the QCO as a single-standard obligation. Six distinct Indian Standards govern six distinct furniture categories under the Furniture (Quality Control) Order, 2025, and a CM/L licence against IS 17631:2022 (work chairs) provides no cover for a consignment of bunk beds (IS 17636:2022) or storage units (IS 17634:2022). Mixed-category shipments require the supplier to hold separate, current CM/L licences for each product type, and a scope mismatch on any single product category in the consignment is sufficient to detain the entire shipment.
