Seats of rattan (chairs, stools, tables, beds, storage units)
HSN 9401 53 00 (seats of rattan) is covered by a Bureau of Indian Standards Quality Control Order under the Furniture (Quality Control) Order, 2025. Conformity to IS 17631:2022 through IS 17636:2022 is mandatory under the ISI Mark Scheme, with the obligation coming into force from 14 February 2026 for large enterprises and 14 August 2026 for micro and small enterprises. Directorate General of Foreign Trade policy controls, including Bangladesh-origin port restrictions, apply as a separate customs-clearance overlay.
Procedural directions for customs clearance are issued by: Directorate General of Foreign Trade.
- 1Identify the applicable Indian Standard for each furniture category in the consignment: IS 17631:2022 for work chairs, IS 17632:2022 for general-purpose chairs and stools, IS 17633:2022 for tables and desks, IS 17634:2022 for storage units, IS 17635:2022 for beds, and IS 17636:2022 for bunk beds. A single shipment spanning multiple categories requires CM/L coverage under each relevant standard.Furniture (Quality Control) Order, 2025 · S.O. 801(E) dated 13-02-2025 · Furniture (Quality Control) Amendment Order, 2026 · S.O. 774(E) dated 12-02-2026
- 2Verify the foreign manufacturer's BIS CM/L licence number against each applicable IS standard on the BIS online register before placing the purchase order. The CM/L must cover the specific product category, the rattan material type, and the licensed manufacturing facility.Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018 · Furniture (Quality Control) Order, 2025 · S.O. 801(E) dated 13-02-2025
- 3Ensure every article bears the ISI mark and the supplier's CM/L number in accordance with Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018. Marking must appear on the product itself; marking on packaging alone does not satisfy the QCO requirement.Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018 · Furniture (Quality Control) Order, 2025
- 4Quote the supplier's BIS CM/L number and the corresponding IS standard reference on the bill of entry for each furniture category. Customs verifies the CM/L in real time against the BIS register; a CM/L that is absent, expired, or does not cover the rattan product category triggers consignment detention.BIS Act, 2016 · Customs Act, 1962 · Furniture (Quality Control) Order, 2025 · S.O. 801(E) dated 13-02-2025
- 5If the consignment originates in Bangladesh, verify whether the goods are subject to port restrictions under paragraph 19 of the General Notes to the import policy. Document the applicable exemption under paragraphs 2 and 3 of that notification if claiming relief.DGFT Notification 7/25-26 dated 17-05-2025 · General Notes to ITC (HS) Import Policy 2022
The single most common error on this tariff line is treating HSN 9401 53 00 as a single-standard obligation when the Furniture (Quality Control) Order, 2025 maps six distinct Indian Standards to six furniture sub-categories. A CM/L licence held against IS 17631:2022 for work chairs does not authorise import of rattan beds (IS 17635:2022) or bunk beds (IS 17636:2022) in the same consignment; each unlicensed category is independently liable to detention. Verify CM/L coverage category-by-category before the purchase order, not at the port.
