Directorate General of Foreign Trade policy controls apply as a separate customs-clearance overlay.
Procedural directions for customs clearance are issued by: Directorate General of Foreign Trade.
- 1Identify the product category of each bamboo furniture item and verify the foreign manufacturer holds a current BIS CM/L licence against the matching Indian Standard: IS 17631:2022 (work chairs), IS 17632:2022 (general purpose chairs and stools), IS 17633:2022 (tables and desks), IS 17634:2022 (storage units and desks), IS 17635:2022 (beds), or IS 17636:2022 (bunk beds).Furniture (Quality Control) Order, 2025 · S.O. 801(E) dated 13-02-2025 · Furniture (Quality Control) Amendment Order, 2026 · S.O. 774(E) dated 12-02-2026
- 2Ensure every bamboo furniture article bears the ISI mark and the supplier's CM/L number under Scheme-I of Schedule-II to the Bureau of Indian Standards (Conformity Assessment) Regulations, 2018. The standard mark must appear on the product itself, not on packaging alone.Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018 · Furniture (Quality Control) Order, 2025 · S.O. 801(E) dated 13-02-2025
- 3If the exporting manufacturer qualifies for the Micro and Small Enterprise deferral, obtain a Chartered Accountant certificate confirming investment in plant and machinery does not exceed ₹1 crore and annual turnover does not exceed ₹5 crore. The deferral applies only to enterprises registered on the Udyam Portal.Furniture (Quality Control) Order, 2025 · S.O. 801(E) dated 13-02-2025 — MSE deferral clause
- 4Review compliance with the provisos inserted to Paragraph 2 under the Furniture (Quality Control) Amendment Order, 2026. - 5If the consignment originates in Bangladesh, verify whether the goods are subject to the port restrictions introduced under Paragraph 19 of the General Notes to the ITC (HS) Import Policy. Document the applicable exemption under Paragraphs 2 and 3 on the bill of entry if the goods qualify.DGFT Notification 7/25-26 dated 17-05-2025 · General Note 19 of the ITC (HS) 2022 Import Policy
The most frequent compliance failure on this tariff line is treating the six IS standards as interchangeable and obtaining a single CM/L against IS 17631:2022 (work chairs) for a mixed shipment containing stools, beds, or storage units — each product category maps to a distinct standard and requires its own licence scope. Customs verification at port is product-category-specific; a consignment of bamboo bunk beds cleared under a work-chair CM/L faces detention and re-export regardless of the licence's overall validity.
