Compliance steps
  1. 1
Verify the foreign manufacturer's BIS Compulsory Registration Scheme R-number on the BIS portal against IS/IEC 62368-1:2023 (or concurrently valid IS 13252 (Part 1):2010 or IS 616:2017 within the permitted running window). The R-number must be model-specific and current on the shipping bill date.
    Electronics and Information Technology Goods (Requirements for Compulsory Registration) Order, 2021 · S.O. 1248(E) dated 18-03-2021 · S.O. 4997(E) dated 29-10-2025
  2. 2
Confirm which standard version the supplier's R-number is registered against. For Electronic Musical Systems at Serial No. 65, the concurrent running of IS 13252 (Part 1):2010 and IS 616:2017 with IS/IEC 62368-1:2023 is permitted only until 01-05-2026; for all other goods under that Order, concurrent running is permitted until 01-11-2028, after which both legacy standards stand withdrawn.
    S.O. 4997(E) dated 29-10-2025 · General Note 2(C) of the Import Policy
  3. 3
Ensure each musical box bears the BIS Standard Mark and the supplier's R-number under Scheme II of Schedule II of the BIS (Conformity Assessment) Regulations, 2018. Marking must appear on the product itself and be traceable to the registered model code.
Scheme II of Schedule II of the BIS (Conformity Assessment) Regulations, 2018 · S.O. 1248(E) dated 18-03-2021
  4. 4
Confirm compliance with DGFT Notification 13/24-25 dated 20-05-2024 with respect to paragraph 2.31(1)(b) of the Foreign Trade Policy 2023 and paragraph 2(c) of the General Notes to the Import Policy, and reflect any applicable conditions on the bill of entry.
DGFT Notification 13/24-25 dated 20-05-2024 · General Note 2(c) of the Import Policy
  5. 5
Ensure compliance with paragraphs 1 to 4 of CBIC Instruction 27/2025-Cus dated 26-08-2025 and quote the BIS R-number on the bill of entry. Customs verifies the R-number in real time; an absent, expired, or model-mismatched registration triggers consignment detention.

A word of counsel

The most consequential oversight on this tariff line is failing to track the concurrent-running sunset dates. Musical boxes registered at Serial No. 65 of the Order lose the IS 13252 (Part 1):2010 and IS 616:2017 runway on 01 May 2026 — far earlier than the 01 November 2028 deadline that applies to other electronic goods under the same Order. An importer whose supplier has not yet migrated the R-number to IS/IEC 62368-1:2023 before 01 May 2026 will face detention on shipments that were fully compliant the month prior, with no grace period available at the port.

Frequently asked
Does HSN 9208 10 00 require BIS certification?
Yes. Musical boxes classified as Electronic Musical Systems require Bureau of Indian Standards Compulsory Registration Scheme registration against IS/IEC 62368-1:2023 under the Electronics and Information Technology Goods (Requirements for Compulsory Registration) Order, 2021, with effect from 18 March 2021.
Can a supplier still register against IS 13252 or IS 616 instead of IS/IEC 62368-1?
Concurrent running of IS 13252 (Part 1):2010 and IS 616:2017 alongside IS/IEC 62368-1:2023 is permitted, but only until 01 May 2026 for Electronic Musical Systems at Serial No. 65. After that date both legacy standards are withdrawn and registration must be exclusively under IS/IEC 62368-1:2023.
Does one R-number cover all models in a musical box product range?
No. Under the Compulsory Registration Scheme the R-number is model-specific; each distinct model variant must carry its own registered R-number, and a customs declaration citing a mismatched model code triggers detention.
Do DGFT and CBIC policy conditions apply in addition to the BIS Compulsory Registration Scheme?
Yes. DGFT Notification 13/24-25 and CBIC Instruction 27/2025-Cus impose separate compliance obligations that must be satisfied alongside BIS CRS registration; the BIS R-number alone does not satisfy the DGFT or CBIC overlay requirements.
