Compliance steps
  1. 1
Verify the foreign manufacturer's BIS Compulsory Registration Scheme R-number on the BIS portal against IS/IEC 62368-1:2023, IS 13252 (Part 1):2010, or IS 616:2017 as applicable to the model being imported. The R-number must be model-specific, facility-specific, and current on the shipping bill date.

  2. 2
Confirm which concurrent-running standard applies: Electronic Musical Systems at Serial No. 65 may use IS 13252 (Part 1):2010 or IS 616:2017 only until 1 May 2026; all other notified goods may do so until 1 November 2028, after which both legacy standards are withdrawn and IS/IEC 62368-1:2023 is the sole operative standard.
S.O. 4997(E) dated 29-10-2025 · Electronics and Information Technology Goods (Requirement of Compulsory Registration) Order, 2021
  3. 3
Ensure each instrument bears the BIS Standard Mark and the R-number under Scheme-II of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018. The marking must appear on the product itself; marking only on the packaging does not satisfy the statutory requirement.
    Scheme-II of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018 · S.O. 1248(E) dated 18-03-2021
  4. 4
Verify compliance with DGFT Notification 13/24-25 dated 20-05-2024 in respect of paragraph 2.31(1)(b) of the Foreign Trade Policy 2023 and paragraph 2(c) of the General Notes to the Import Policy before filing the bill of entry.

  5. 5
Ensure compliance with paragraphs 1 to 4 of Central Board of Indirect Taxes and Customs Instruction 27/2025-Cus. Quote the BIS R-number on the bill of entry; customs verifies it in real time against the BIS register, and an absent, expired, or scope-mismatched R-number triggers consignment detention.

A word of counsel

The most common error on this tariff line is sourcing against IS 13252 (Part 1):2010 or IS 616:2017 without tracking the concurrent-running deadline: Electronic Musical Systems at Serial No. 65 lose the concurrent-running window on 1 May 2026, after which only IS/IEC 62368-1:2023 R-numbers are valid at customs. An importer holding purchase orders placed months in advance may arrive at port with instruments bearing a legacy-standard R-number that has already lapsed, facing detention and demurrage while the manufacturer re-registers under IS/IEC 62368-1:2023.

Frequently asked
Does HSN 9207 10 00 require BIS certification?
Yes. Keyboard instruments other than accordions must conform to IS/IEC 62368-1:2023 (or concurrently IS 13252 (Part 1):2010 or IS 616:2017 within the applicable transition window) under the Compulsory Registration Scheme; import is permitted only from manufacturers holding a current BIS R-number covering the specific model.
Until when can a supplier's R-number be based on IS 13252 (Part 1):2010 or IS 616:2017 for Electronic Musical Systems?
For goods at Serial No. 65 (Electronic Musical Systems), the concurrent-running window closes on 1 May 2026. For all other notified goods, the window runs until 1 November 2028, after which IS 13252 (Part 1):2010 and IS 616:2017 are withdrawn.
Do DGFT and CBIC obligations apply in addition to the BIS Compulsory Registration Scheme?
Yes. DGFT Notification 13/24-25 and CBIC Instruction 27/2025-Cus impose separate customs-clearance requirements; compliance with each is independently verified at the time of bill of entry filing.
Does a single R-number cover all models and all manufacturing facilities of a supplier?
No. The R-number is model-specific and facility-specific; instruments of a different model code, or produced at a different plant, are not covered and will be detained on a mismatch with the BIS register.
