BIS QCO APPLICABLE · CRS SCHEME · IS 13252

HSN 9205 90 10 (flutes, including electronic flutes and MIDI wind controllers) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS/IEC 62368-1:2023 — and during the concurrent-running window to IS 13252 (Part 1):2010 or IS 616:2017 — is mandatory under the Compulsory Registration Scheme with effect from 18 March 2021, by virtue of the Electronics and Information Technology Goods (Requirements of Compulsory Registration) Order, 2021. Compliance steps
  1. 1
Verify the foreign supplier's BIS Compulsory Registration Scheme R-number on the BIS portal. The R-number must be registered against IS/IEC 62368-1:2023, IS 13252 (Part 1):2010, or IS 616:2017 (whichever is applicable within the concurrent-running window) and must be model-specific and current on the shipping bill date.

  2. 2
Confirm whether the product is at Serial No. 65 of the QCO Schedule. For Serial No. 65 goods, concurrent running of IS 13252 (Part 1):2010 and IS 616:2017 with IS/IEC 62368-1:2023 is permitted only until 01-05-2026; for all other notified electronic musical systems the concurrent window extends to 01-11-2028, after which IS 13252 and IS 616 are withdrawn.
S.O. 4997(E) dated 29-10-2025 · Electronics and Information Technology Goods (Requirements of Compulsory Registration) Order, 2021
  3. 3
Ensure every unit bears the BIS Standard Mark under Scheme II of Schedule II of the BIS (Conformity Assessment) Regulations, 2018, with the R-number visible on the product or its immediate packaging. The mark must be traceable to the registered model code.
Scheme II of Schedule II to the BIS (Conformity Assessment) Regulations, 2018 · S.O. 1248(E) dated 18-03-2021
  4. 4
Ensure compliance with DGFT Notification 13/2024-25 dated 20-05-2024 with respect to paragraph 2.31(1)(b) of the Foreign Trade Policy 2023 and paragraph 2(c) of the General Notes to the Import Policy before filing the bill of entry.
DGFT Notification 13/24-25 dated 20-05-2024 · Para 2.31(1)(b) of FTP-2023 · Para 2(c) of General Notes to Import Policy
  5. 5
Comply with paragraphs 1 to 4 of Central Board of Indirect Taxes and Customs Instruction 27/2025-Cus dated 26-08-2025. Quote the BIS R-number on the bill of entry; an absent, expired, or model-mismatched R-number triggers consignment detention at port.

A word of counsel

The single most common error on this tariff line is registering the product against the legacy standards — IS 13252 (Part 1):2010 or IS 616:2017 — without tracking the concurrent-running expiry date applicable to the specific serial number entry. For Serial No. 65 goods, that window closes on 01-05-2026, a materially earlier cut-off than the 01-11-2028 deadline applicable to other electronic musical systems; importers who miss this distinction find their supplier's R-number rendered invalid mid-supply-chain, resulting in consignment detention and the need for fresh model registration under IS/IEC 62368-1:2023.

Frequently asked
Does HSN 9205 90 10 require BIS certification?
Yes. Electronic flutes and MIDI wind controllers falling within the scope of electronic musical systems require Bureau of Indian Standards Compulsory Registration Scheme R-number registration against IS/IEC 62368-1:2023 (or the applicable concurrent-running legacy standard) under the Electronics and Information Technology Goods (Requirements of Compulsory Registration) Order, 2021, with effect from 18 March 2021.
Can importers still use IS 13252 or IS 616 registrations during the concurrent-running period?
Yes, within the prescribed window. For goods at Serial No. 65, concurrent running ends on 01-05-2026; for all other notified electronic musical systems it ends on 01-11-2028. After the applicable cut-off, IS 13252 (Part 1):2010 and IS 616:2017 are withdrawn and only IS/IEC 62368-1:2023 registration is valid.
Does the BIS QCO apply only to acoustic flutes or also to electronic and MIDI wind instruments?
The QCO under S.O. 1248(E) and S.O. 4997(E) targets electronic musical systems with input power below and above 200W; purely acoustic flutes with no electronic component are outside the IS/IEC 62368-1:2023 scope, but the tariff line captures both acoustic and electronic variants.
Does a single CRS R-number cover all models and power variants from the same manufacturer?
No. The R-number is model-specific; variants outside the registered model code, or products with a different input power range than the registered model, are not covered and will fail customs verification.
