Watch straps, bands and bracelets of other materials
HSN 9113 90 90 (Other watch straps, bands and bracelets) is subject to Wildlife Crime Control Bureau (WCCB) clearance under the Wildlife Protection Act, 1972, where the strap, band or bracelet incorporates materials derived from species listed under the Convention on International Trade in Endangered Species (CITES). A CITES Certificate must be uploaded in e-Sanchit before customs out-of-charge.
- CITES Certificate from WCCB
- NOC from WCCB
- 1Verify whether the watch strap, band or bracelet incorporates materials from CITES-listed species (e.g. exotic leather, ivory, tortoiseshell). Where such materials are present, obtain a valid CITES Certificate from the relevant exporting-country authority and ensure WCCB clearance is secured before the bill of entry is filed.Wildlife Protection Act, 1972 · CITES implementation by WCCB
- 2Upload the CITES Certificate (document code 626000) in e-Sanchit prior to filing the bill of entry. The proper officer is required to verify that document code 626000 has been uploaded before granting out-of-charge on any PGA-facilitated bill.WCCB CITES Certificate · document code 626000 · e-Sanchit requirement per CCR
The most common error on this tariff line is assuming that WCCB clearance is irrelevant for processed or composite straps — for example, straps where exotic leather forms only part of the outer surface. WCCB and customs treat any article incorporating a CITES-listed material, however processed, as subject to the full CITES Certificate requirement; missing document code 626000 at the bill-of-entry stage results in detention and potential confiscation under the Wildlife Protection Act, 1972.
