HSN 9105 21 00 (electrically operated clocks) is covered by a Bureau of Indian Standards Quality Control Order. Directorate General of Foreign Trade and Central Board of Indirect Taxes and Customs policy controls apply as separate customs-clearance overlays.

- 1Verify the foreign supplier's BIS Compulsory Registration Scheme R-number on the BIS portal against IS 302 (Part 2) (Sec 26):2014. The R-number must be model-specific and current on the shipping bill date; an expired or out-of-scope registration triggers consignment detention.Electronics and Information Technology Goods (Requirement of Compulsory Registration) Order, 2021 · S.O. 1248(E) dated 18-03-2021
- 2Ensure every clock bears the Standard Mark under the supplier's BIS R-number in accordance with Scheme-II of Schedule-II of the BIS (Conformity Assessment) Regulations, 2018. The marking must appear on the product unit and not only on outer packaging.Scheme-II of Schedule-II of the BIS (Conformity Assessment) Regulations, 2018 · S.O. 1248(E) dated 18-03-2021
- 3Quote the supplier's BIS R-number on the bill of entry. Customs verifies the R-number in real time against the BIS register; a lapsed, model-mismatched, or absent R-number results in detention, demurrage, and potential re-export or confiscation.General Note 2(C) of the ITC (HS) Import Policy · BIS Act, 2016 · Customs Act, 1962
- 4Ensure compliance with DGFT Notification 13/24-25 dated 20-05-2024 as it applies to paragraph 2.31(1)(b) of the Foreign Trade Policy 2023 and paragraph 2(c) of the General Notes to the Import Policy. Confirm whether this consignment falls within the notified conditions before the shipping date.DGFT Notification 13/24-25 dated 20-05-2024 · para 2.31(1)(b) of FTP-2023 · para 2(c) of General Notes to Import Policy
- 5Review paragraphs 1 to 4 of CBIC Instruction 27/2025-Cus dated 26-08-2025 and apply any requirements to the bill of entry and supporting documentation before lodgement.CBIC Instruction 27/2025-Cus dated 26-08-2025
The single most common error on this tariff line is registering the product against the parent IS 302 standard without specifying the correct part and section — IS 302 (Part 2) (Sec 26):2014 governs electronic clocks with mains power, and a BIS R-number obtained under a different section of IS 302 does not satisfy the QCO obligation for this HSN. Customs portal verification matches the registered IS part and section against the declared model; a section mismatch is treated as a non-compliant registration, triggering detention on arrival regardless of whether the parent IS 302 registration is otherwise valid.
