Compliance steps
  1. 1
Verify the foreign manufacturer's BIS Compulsory Registration Scheme R-number on the BIS portal against IS 302 (Part 2, Section 26):2014 before placing the purchase order. The R-number must be model-specific, current, and cover the exact clock model being imported.
Electronics and Information Technology Goods (Requirement of Compulsory Registration) Order, 2021 · S.O. 1248(E) dated 18-03-2021
  2. 2
Ensure every electrically operated clock in the consignment bears the Standard Mark under the supplier's BIS R-number licence, per Scheme-II of Schedule-II of the BIS (Conformity Assessment) Regulations, 2018. Marking must appear on the product itself, not on packaging alone.
    Scheme-II of Schedule-II of the BIS (Conformity Assessment) Regulations, 2018 · S.O. 1248(E) dated 18-03-2021
  3. 3
Confirm compliance with General Note 2(C) of the Import Policy, which governs the CRS import condition for electronics and IT goods. Quote the BIS R-number on the bill of entry; customs verifies it in real time against the BIS portal.
General Note 2(C) of the ITC (HS) Import Policy · Electronics and Information Technology Goods (Requirement of Compulsory Registration) Order, 2021
  4. 4
Ensure compliance with DGFT Notification 13/24-25 dated 20-05-2024 with respect to paragraph 2.31(1)(b) of the Foreign Trade Policy 2023 and paragraph 2(c) of the General Notes of the Import Policy before filing the bill of entry.

  5. 5
Ensure compliance with paragraphs 1 to 4 of Central Board of Indirect Taxes and Customs Instruction 27/2025-Cus dated 26-08-2025 at the time of customs clearance. Non-compliance with this instruction may result in consignment detention at port.

A word of counsel

The single most common error on this tariff line is importing mains-powered clocks against a BIS R-number registered to a different model code or to battery-operated variants of the same product family. IS 302 (Part 2, Section 26):2014 applies specifically to electronic clocks with mains power; a supplier's R-number registered against a battery-powered clock does not satisfy the QCO obligation for mains-powered units, and customs detains the consignment on a model-scope mismatch with the BIS register.

Frequently asked
Does HSN 9105 11 00 require BIS certification?
Yes. Electrically operated clocks with mains power must conform to IS 302 (Part 2, Section 26):2014 under the Compulsory Registration Scheme from 18 March 2021, per S.O. 1248(E); import is permitted only from manufacturers holding a current, model-specific BIS R-number.
Does the BIS R-number need to be model-specific for each clock variant?
Yes. The R-number under Scheme-II of the BIS (Conformity Assessment) Regulations, 2018 is model-specific; clock variants outside the registered model code are not covered, and customs detains the consignment on a model-code mismatch.
Does IS 302 cover all electrically operated clocks or only mains-powered units?
The CCR specifies that IS 302 (Part 2, Section 26):2014 applies to electronic clocks with mains power. Battery-operated clock variants are not covered by the same IS and must be assessed separately for applicable QCO scope.
Are there additional DGFT or CBIC conditions beyond the BIS R-number requirement?
Yes. DGFT Notification 13/24-25 dated 20-05-2024 and CBIC Instruction 27/2025-Cus dated 26-08-2025 impose separate conditions; both must be complied with at the time of filing the bill of entry, independent of the BIS obligation.
