HSN 9103 10 00 (electrically operated clocks with watch movements) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS 302 (Part 2, Section 26):2014 is mandatory under the Compulsory Registration Scheme with effect from 18 March 2021, by virtue of the Electronics and Information Technology Goods (Requirement of Compulsory Registration) Order, 2021. Directorate General of Foreign Trade and Central Board of Indirect Taxes and Customs policy controls apply as separate customs-clearance overlays.
Procedural directions for customs clearance are issued by: Central Board of Indirect Taxes and Customs, Directorate General of Foreign Trade.
- 1Verify the foreign manufacturer's BIS Compulsory Registration Scheme R-number against IS 302 (Part 2, Section 26):2014 on the BIS portal before placing the purchase order. The R-number must be model-specific, current, and cover the exact clock model being imported.Electronics and Information Technology Goods (Requirement of Compulsory Registration) Order, 2021 · S.O. 1248(E) dated 18-03-2021
- 2Confirm the consignment is within the CRS scope: only electronic clocks with mains power are covered under IS 302 (Part 2, Section 26):2014. Battery-operated or non-mains clock variants may fall outside this specific registration obligation.Electronics and Information Technology Goods (Requirement of Compulsory Registration) Order, 2021 · S.O. 1248(E) dated 18-03-2021 · General Note 2(C) of the Import Policy
- 3Ensure the product and its packaging carry the BIS Standard Mark under the supplier's R-number, in conformity with Scheme-II of Schedule-II to the Bureau of Indian Standards (Conformity Assessment) Regulations, 2018. Marking on packaging alone without product-level marking is non-compliant.Scheme-II of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018
- 4Quote the supplier's BIS R-number on the bill of entry. Comply with DGFT Notification 13/24-25 as applicable under paragraph 2.31(1)(b) of the Foreign Trade Policy 2023 and paragraph 2(c) of the General Notes to the Import Policy before filing.DGFT Notification 13/24-25 dated 20-05-2024 · FTP 2023 para 2.31(1)(b) · General Notes Import Policy para 2(c)
- 5Ensure compliance with paragraphs 1 to 4 of Central Board of Indirect Taxes and Customs Instruction 27/2025-Cus. Customs verifies the BIS R-number in real time against the BIS portal; an absent, expired, or model-mismatched registration triggers consignment detention.CBIC Instruction 27/2025-Cus dated 26-08-2025
The single most common error on this tariff line is registering a single BIS R-number against a parent or representative model and then importing distinct clock models not covered by that registration. Under the Compulsory Registration Scheme, each model must hold its own R-number mapped to IS 302 (Part 2, Section 26):2014; customs verification is model-code specific, and a mismatch between the declared model and the R-number on the BIS portal results in detention, demurrage, and a fresh certification cycle — all at the importer's cost.
