Compliance steps
  1. 1
Verify the foreign supplier's BIS Compulsory Registration Scheme R-number on the BIS portal against IS/IEC 62368-1:2023 (or the concurrently running IS 13252:Part 1:2010 or IS 616:2017 until their respective withdrawal dates). The R-number must be model-specific and current on the date of the shipping bill.

  2. 2
Confirm that smart watches — classified at serial no. 65 of the Order — are registered against IS/IEC 62368:Part 1:2023. Concurrent running of IS 13252:Part 1:2010 and IS 616:2017 for serial no. 65 goods is permitted only until 01-05-2026; all other goods under the Order have concurrent running until 01-11-2028.
    S.O. 4997(E) dated 29-10-2025 · General Note 2(C) of the Import Policy
  3. 3
Ensure each watch bears the BIS standard mark and the R-number under Scheme II of Schedule II of the BIS (Conformity Assessment) Regulations, 2018. Marking must appear on the product itself; marking limited to packaging alone does not satisfy the obligation.

  4. 4
For wireless-enabled smart watches, obtain Equipment Type Approval from Wireless Planning and Coordination. Licence-exempt low-power devices operating in licence-exempt bands may use the self-declaration ETA certificate generated through the saralsanchar.gov.in portal; apply at least 30 days before shipment arrival.
    CBIC Instruction 16/2022-CUS dated 21-07-2022 · CBIC Instruction 24/2024-CUS dated 22-10-2024 · DoT OM F.No. R-11017/02/2021-PP dated 21-10-2021 · CBIC Instruction 23/2021 dated 23-11-2021
  5. 5
Quote the BIS R-number and the WPC ETA certificate reference on the bill of entry, and ensure compliance with DGFT Notification 13/2024-25 and CBIC Instruction 27/2025-CUS. Customs verifies both the BIS register and saralsanchar portal in real time; an absent, expired, or scope-mismatched registration triggers consignment detention.

A word of counsel

The most common error on this tariff line is registering smart watches under the legacy IS 13252:Part 1:2010 or IS 616:2017 without tracking the concurrent-running withdrawal deadline. For serial no. 65 goods (smart watches), the concurrent window closes on 01 May 2026 — far sooner than the 01 November 2028 date applicable to other goods under the Order. An R-number obtained against a withdrawn standard is void, and consignments arriving after withdrawal without a valid IS/IEC 62368-1:2023 registration face detention and re-export.

Frequently asked
Does HSN 9102 91 90 require BIS certification?
Yes. Electrically operated watches, including smart watches, require Bureau of Indian Standards registration under the Compulsory Registration Scheme against IS/IEC 62368-1:2023 with effect from 18 March 2021, by virtue of S.O. 1248(E) as amended by S.O. 4997(E).
Is Wireless Planning and Coordination approval required separately from BIS QCO compliance?
Yes. Smart watches with wireless functionality require Equipment Type Approval from WPC, independent of the BIS R-number. Licence-exempt devices may use the self-declaration ETA route via saralsanchar.gov.in, with the certificate downloadable 48 hours after application.
Until when can a supplier use IS 13252:Part 1:2010 or IS 616:2017 instead of IS/IEC 62368-1:2023?
For smart watches (serial no. 65 of the Order), concurrent running of the legacy standards ends 01 May 2026. For all other goods under the Order, concurrent running continues until 01 November 2028, after which IS 13252:Part 1:2010 and IS 616:2017 are withdrawn.
Does a single Compulsory Registration Scheme R-number cover all smart watch models from one manufacturer?
No. The R-number is model-specific; variants outside the registered model code are not covered, and customs detains the consignment on a model-code mismatch against the BIS register.
