Compliance steps
  1. 1
Verify the foreign manufacturer's BIS Compulsory Registration Scheme R-number on the BIS portal against IS/IEC 62368-1:2023 (or IS 13252 / IS 616 if within the concurrent-running window). The R-number must be model-specific and valid on the bill of entry date. Smart watches and extended reality products must be registered under IS/IEC 62368-1:2023.
    Electronics and Information Technology Goods (Requirements for Compulsory Registration) Order, 2021 · S.O. 1248(E) dated 18-03-2021 · S.O. 4997(E) dated 29-10-2025
  2. 2
Confirm the applicable standard for the product: smart watches and extended reality products must conform to IS/IEC 62368:Part 1:2023 under Scheme-II of Schedule-II of the BIS (Conformity Assessment) Regulations, 2018. For all other goods at this HSN, IS 13252:Part 1:2010 and IS 616:2017 remain concurrently valid until 1 November 2028, after which both stand withdrawn.
S.O. 4997(E) dated 29-10-2025 · General Note 2(c) of the Import Policy · BIS (Conformity Assessment) Regulations, 2018
  3. 3
If the product contains wireless functionality, obtain Equipment Type Approval or a Wireless Planning and Coordination wing import licence before shipment. Licence-exempt low-power wireless devices may use the self-declaration ETA certificate generated via the saralsanchar.gov.in portal, applying at least 30 days before arrival.
    CBIC Instruction 16/2022-CUS dated 21-07-2022 · CBIC Instruction 23/2021 dated 23-11-2021 · CBIC Instruction 24/2024-CUS dated 22-10-2024 · DoT letter R-11018/05/2019-PP dated 29-03-2019
  4. 4
If the product is a medical device listed in G.S.R. 102(E) dated 11-02-2020, obtain Central Drugs Standard Control Organisation registration and satisfy all conditions including CDSCO registration before import. The BIS QCO obligation is separate from and concurrent with the CDSCO registration requirement.
G.S.R. 102(E) dated 11-02-2020 issued by the Ministry of Health and Family Welfare
  5. 5
Quote the BIS R-number, WPC licence or ETA certificate reference, and any CDSCO registration number on the bill of entry. Ensure compliance with DGFT Notification 13/24-25 dated 20-05-2024 and CBIC Instruction 27/2025-CUS dated 26-08-2025 for applicable policy conditions. Customs verifies the BIS R-number in real time; an absent, expired, or model-mismatched R-number triggers consignment detention.
    DGFT Notification 13/24-25 dated 20-05-2024 · CBIC Instruction 27/2025-CUS dated 26-08-2025 · BIS Act, 2016 · Customs Act, 1962
A word of counsel

The single most common error on this tariff line is failing to distinguish the concurrent-running window applicable to serial no. 65 products (smart watches and extended reality products) from that applicable to all other goods. Smart watches and extended reality products must be registered under IS/IEC 62368-1:2023 immediately — the concurrent-running window ending 1 May 2026 applies only to serial no. 65; for all other products at this HSN the concurrent window extends to 1 November 2028. Importers presenting R-numbers issued against IS 13252 or IS 616 alone for smart watch or extended reality consignments will face detention once the 1 May 2026 deadline passes.

Frequently asked
Does HSN 9031 80 00 require BIS certification?
Yes. Goods classified under this tariff line, including smart watches and extended reality products, require Bureau of Indian Standards Compulsory Registration Scheme R-number certification under IS/IEC 62368-1:2023, IS 13252, or IS 616, depending on product type and the applicable concurrent-running window, with effect from 18 March 2021.
Is a Wireless Planning and Coordination wing licence required separately from BIS QCO compliance?
Yes, where the product incorporates wireless functionality. Licence-exempt low-power devices may use a self-declaration Equipment Type Approval certificate from saralsanchar.gov.in, applied for 30 days before arrival; other wireless equipment requires a WPC import licence, independently of the BIS R-number.
What is the concurrent-running window for IS 13252 and IS 616 with IS/IEC 62368-1:2023?
For smart watches and extended reality products (serial no. 65), concurrent running ends 1 May 2026. For all other goods at this HSN, concurrent running is permitted until 1 November 2028, after which IS 13252:Part 1:2010 and IS 616:2017 stand withdrawn and IS/IEC 62368-1:2023 becomes the sole applicable standard.
Does a single Compulsory Registration Scheme R-number cover all product models from the same manufacturer?
No. The R-number is model-specific; models outside the registered scope, or from a manufacturing facility not covered by the licence, are not certified, and customs detains the consignment on a model-code mismatch with the BIS register.
