Measuring and checking instruments, smart watches, extended reality products

HSN 9031 80 00 (other measuring or checking instruments, including smart watches and extended reality products) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS/IEC 62368-1:2023 (concurrently IS 13252 and IS 616 during the transition window) is mandatory under the Compulsory Registration Scheme with effect from 18 March 2021, under the Electronics and Information Technology Goods (Requirements for Compulsory Registration) Order, 2021. Wireless Planning and Coordination wing import licensing, Central Drugs Standard Control Organisation registration for notified medical devices, and Directorate General of Foreign Trade policy conditions apply as separate customs-clearance overlays.

   Verify the foreign manufacturer's BIS Compulsory Registration Scheme R-number on the BIS portal against IS/IEC 62368-1:2023 (or IS 13252 / IS 616 if within the concurrent-running window). The R-number must be model-specific and valid on the bill of entry date. Smart watches and extended reality products must be registered under IS/IEC 62368-1:2023.

   Confirm the applicable standard for the product: smart watches and extended reality products must conform to IS/IEC 62368:Part 1:2023 under Scheme-II of Schedule-II of the BIS (Conformity Assessment) Regulations, 2018. For all other goods at this HSN, IS 13252:Part 1:2010 and IS 616:2017 remain concurrently valid until 1 November 2028, after which both stand withdrawn.

   If the product contains wireless functionality, obtain Equipment Type Approval or a Wireless Planning and Coordination wing import licence before shipment. Licence-exempt low-power wireless devices may use the self-declaration ETA certificate generated via the saralsanchar.gov.in portal, applying at least 30 days before arrival.

   If the product is a medical device listed in G.S.R. 102(E) dated 11-02-2020, obtain Central Drugs Standard Control Organisation registration and satisfy all conditions including CDSCO registration before import. The BIS QCO obligation is separate from and concurrent with the CDSCO registration requirement.

   Quote the BIS R-number, WPC licence or ETA certificate reference, and any CDSCO registration number on the bill of entry. Ensure compliance with DGFT Notification 13/24-25 dated 20-05-2024 and CBIC Instruction 27/2025-CUS dated 26-08-2025 for applicable policy conditions. Customs verifies the BIS R-number in real time; an absent, expired, or model-mismatched R-number triggers consignment detention.
