HSN 9028 30 10 (alternating current electricity meters) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS 13010, IS 13779, and IS 14697 for conventional AC meters, and to IS 16444 (Parts 1 and 2) for smart meters, is mandatory under the ISI Mark Scheme with effect from 18 January 2024 under the Smart Meters (Quality Control) Order, 2023 and the Electrical Wires, Cables, Appliances and Protection Devices and Accessories (Quality Control) Order, 2003. A separate conditional overlay under G.S.R. 102(E) applies where the consignment falls within the Ministry of Health and Family Welfare medical-device schedule.

The single most common error on this tariff line is presenting a single CM/L licence number without confirming it covers the exact accuracy class and meter-type category of the consignment. IS 13010, IS 13779, IS 14697, IS 16444 Part 1, and IS 16444 Part 2 are each accuracy-class-specific; a CM/L licence for class 1 and 2 watt-hour meters does not cover class 0.2S transformer-operated meters, and customs port verification checks the registered scope character for character against the shipment description. A mismatch on accuracy class alone — even with an otherwise valid CM/L — results in detention and potential re-export of the consignment.
