Alternating current electricity meters (watt-hour, static, smart meters)

BIS QCO APPLICABLE · ISI MARK SCHEME · IS 13010 · CDSCO OVERLAY · MOHFW OVERLAY

HSN 9028 30 10 (alternating current electricity meters) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS 13010, IS 13779, and IS 14697 for conventional AC meters, and to IS 16444 (Parts 1 and 2) for smart meters, is mandatory under the ISI Mark Scheme with effect from 18 January 2024 under the Smart Meters (Quality Control) Order, 2023 and the Electrical Wires, Cables, Appliances and Protection Devices and Accessories (Quality Control) Order, 2003. A separate conditional overlay under G.S.R. 102(E) applies where the consignment falls within the Ministry of Health and Family Welfare medical-device schedule.

Compliance steps
  1. 1
Identify which Indian Standard governs the specific meter type: IS 13010 for AC watt-hour meters class 0.5, 1 and 2; IS 13779 for AC static watt-hour meters class 1 and 2; IS 14697 for AC static transformer-operated watt-hour and var-hour meters class 0.2S and 0.5S; IS 16444 Part 1 for AC static direct-connected watt-hour smart meters class 1 and 2; IS 16444 Part 2 for AC static transformer-operated smart meters class 0.2S, 0.5S and 1.0S. Verify the supplier holds a current BIS CM/L licence against the applicable standard on the BIS online register before placing the purchase order.

  2. 2
Confirm that the smart-meter supplier's CM/L licence is within validity for the relevant accuracy class and meter category. For small enterprises as defined under the Micro, Small and Medium Enterprises Development Act, 2006, the BIS QCO effective date for smart meters is 18 April 2024.

  3. 3
Ensure each meter bears the ISI mark and the supplier's CM/L number under Scheme-I of Schedule-II to the Bureau of Indian Standards (Conformity Assessment) Regulations, 2018. The standard mark must appear on the product body, not on the packaging alone.
Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018 · Smart Meters (Quality Control) Order, 2023
  4. 4
Quote the supplier's BIS CM/L number, the applicable IS number, and the accuracy class on the bill of entry. Customs verifies the CM/L in real time against the BIS register; an absent, expired, or accuracy-class-mismatched licence triggers consignment detention, demurrage, and ground rent liability.
    BIS Act, 2016 · Customs Act, 1962 · S.O. 3154(E) dated 14-07-2023
  5. 5
If the consignment includes any meter listed in the Ministry of Health and Family Welfare schedule, obtain Central Drugs Standard Control Organisation registration and comply with all conditions specified therein before filing the bill of entry.

A word of counsel

The single most common error on this tariff line is presenting a single CM/L licence number without confirming it covers the exact accuracy class and meter-type category of the consignment. IS 13010, IS 13779, IS 14697, IS 16444 Part 1, and IS 16444 Part 2 are each accuracy-class-specific; a CM/L licence for class 1 and 2 watt-hour meters does not cover class 0.2S transformer-operated meters, and customs port verification checks the registered scope character for character against the shipment description. A mismatch on accuracy class alone — even with an otherwise valid CM/L — results in detention and potential re-export of the consignment.

Frequently asked
Does HSN 9028 30 10 require BIS certification?
Yes. AC electricity meters under this tariff line require a BIS CM/L licence under the ISI Mark Scheme against IS 13010, IS 13779, IS 14697, IS 16444 Part 1, or IS 16444 Part 2, depending on meter type and accuracy class, with effect from 18 January 2024.
Does a single CM/L licence cover all meter types and accuracy classes in this tariff line?
No. Each Indian Standard and accuracy class requires its own licensed scope; a CM/L against IS 13779 class 1 and 2 does not authorise import of IS 14697 class 0.2S meters, and customs verifies the scope against the BIS register at the bill-of-entry stage.
Do small enterprises face a different BIS QCO enforcement date for smart meters?
Yes. For small enterprises as defined under the Micro, Small and Medium Enterprises Development Act, 2006, the effective date for smart meters under IS 16444 Parts 1 and 2 is 18 April 2024, not 18 January 2024.
When does the G.S.R. 102(E) medical-device overlay apply to this HSN?
G.S.R. 102(E) dated 11-02-2020 applies only where the specific meter model falls within the Ministry of Health and Family Welfare's notified medical-device schedule; importers must obtain Central Drugs Standard Control Organisation registration for those models before clearance.
