Gas meters and utility measurement instruments
HSN 9028 10 00 (Gas meters) is subject to Central Drugs Standard Control Organisation (CDSCO) registration under the Medical Devices Rules, 2017, where the imported gas meter falls within the medical-device categories listed in G.S.R. 102(E) dated 11-02-2020 issued by the Ministry of Health and Family Welfare (MOHFW). Legal Metrology registration and product approval under Sections 19, 20 and 22 of the Legal Metrology Act, 2009 apply concurrently for bulk meters, CNG measuring systems for vehicles, and measuring systems for liquids other than water.

The most common error on this tariff line is failing to determine at the purchase-order stage whether the specific gas meter variant falls under the G.S.R. 102(E) medical-device schedule. An importer who clears the Legal Metrology requirement but ships a G.S.R. 102(E)-listed device without CDSCO registration faces consignment detention and re-export at the port, as CDSCO registration is a pre-clearance condition and cannot be regularised post-arrival.
