Parts and accessories for microtomes and analytical instruments
HSN 9027 90 90 (parts and accessories for microtomes and analytical instruments) is subject to Central Drugs Standard Control Organisation (CDSCO) registration under the Medical Devices Rules, 2017, where the part or accessory is listed in G.S.R. 102(E) dated 11-02-2020 issued by the Ministry of Health and Family Welfare (MOHFW). Central Pollution Control Board (CPCB) Extended Producer Responsibility authorisation under the E-Waste (Management) Rules, 2022 applies for importers of analysers and accessories, subject to MSME micro-enterprise exemption.
- Registration certificate from CDSCO
- EPR authorisation from CPCB
- Restricted-import compliance from MOHFW
- 1Verify whether the specific part or accessory is listed under G.S.R. 102(E) dated 11-02-2020 issued by the Ministry of Health and Family Welfare. If listed, obtain CDSCO registration for the medical device and ensure all conditions specified in that notification are met before filing the bill of entry.G.S.R. 102(E) dated 11-02-2020 · Medical Devices Rules, 2017
- 2Obtain Extended Producer Responsibility authorisation from the Central Pollution Control Board for import of analysers and accessories before shipment. The EPR obligation arises under Schedule I of the E-Waste (Management) Rules, 2022 and is mandatory unless the importer qualifies as a micro-enterprise under the MSMED Act, 2006.E-Waste (Management) Rules, 2022 · G.S.R. 801(E) dated 02-11-2022
- 3For import of high-end, high-value used or refurbished medical equipment (other than critical care equipment), confirm compliance with the conditions stipulated in the O.M. issued by the Ministry of Environment, Forest and Climate Change dated 15-12-2023, under which such imports are Restricted.O.M. issued by Ministry of Environment, Forest and Climate Change dated 15-12-2023
The most common error on this tariff line is assuming that only one regulatory track applies. Parts and accessories that qualify as medical devices under G.S.R. 102(E) trigger CDSCO registration independently of the EPR obligation; an importer who secures CPCB EPR authorisation but neglects CDSCO registration faces consignment detention at the bill-of-entry stage. Conversely, importers of used or refurbished equipment must separately satisfy the MOHFW/MoEFCC conditions — the CDSCO registration and the EPR authorisation do not substitute for the refurbished-equipment restricted-import clearance.
