Parts and accessories of water meters and liquid-flow instruments
HSN 9026 90 00 (parts and accessories of water meters and liquid-flow measuring instruments) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS 2373 (bulk-type water meters and accessories) and IS 779 (domestic cold-water meters and accessories) is mandatory under the ISI Mark Scheme with effect from 05 March 2024, by virtue of the Water Meters and Accessories Quality Control Order, 2023. A separate customs-clearance overlay applies for any parts additionally listed as medical devices under the Central Drugs Standard Control Organisation registration regime.

The single most common error on this tariff line is treating the entire product category as a single homogeneous obligation — importing accessories against a CM/L licensed only for IS 2373 (bulk type) when the consignment contains domestic-type accessories that require IS 779:1994 certification. The two standards are not interchangeable, the licensed scope is standard-specific, and customs detention follows a scope mismatch as readily as it follows an absent licence. Verify that the CM/L covers the precise standard — IS 2373 or IS 779 — corresponding to every product line in the shipment before the purchase order is placed.
