Pressure measuring and checking instruments (manometers, pressure gauges)
HSN 9026 20 00 (pressure-measuring and checking instruments) is subject to Central Drugs Standard Control Organisation (CDSCO) registration under the Medical Devices Rules, 2017, for any pressure instrument listed in G.S.R. 102(E) dated 11-02-2020 issued by the Ministry of Health and Family Welfare (MOHFW). Legal Metrology Act, 2009 verification of registration and product-approval certificates applies additionally for bulk meters, CNG measuring systems, and liquid-measurement instruments where those sub-categories are applicable.
- Registration certificate from CDSCO
- Product approval certificate from Legal Metrology
- MOHFW compliance declaration
- 1Determine whether the pressure-measuring instrument falls within the medical device categories listed in G.S.R. 102(E) dated 11-02-2020. If so, obtain CDSCO registration for the device and the importing entity before filing the bill of entry; unregistered medical devices are liable to confiscation and monetary penalty under the Medical Devices Rules, 2017.G.S.R. 102(E) dated 11-02-2020 issued by Ministry of Health and Family Welfare · Medical Devices Rules, 2017
- 2For pressure instruments classified as bulk meters, CNG measuring systems for vehicles, measuring systems for liquids other than water, tapes for oil-quantity measurement, or water meters, verify Legal Metrology registration and product-approval certificates. These instruments are subject to Sections 19, 20 and 22 of the Legal Metrology Act, 2009 and Rules 11 to 15 of the Legal Metrology (General) Rules, 2011 (Sixth and Eighth Schedules).Sections 19, 20 and 22 of the Legal Metrology Act, 2009 · Rules 11 to 15 of the Legal Metrology (General) Rules, 2011 as amended
The most common error on this tariff line is applying a single-track assessment: importers either check only for CDSCO coverage and miss the Legal Metrology product-approval requirement, or verify Legal Metrology compliance and overlook whether the instrument also qualifies as a notified medical device under G.S.R. 102(E). Both regimes can apply simultaneously to the same pressure instrument — for example, a non-invasive blood-pressure monitor may trigger CDSCO registration and, if it incorporates a calibrated measurement system, a Legal Metrology certificate as well.
