Liquid-filled direct-reading clinical thermometers (solid stem, enclosed scale types)
HSN 9025 11 90 (liquid-filled, direct-reading clinical thermometers) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS 3055 (Part 1) for solid-stem types and IS 3055 (Part 2) for enclosed-scale types is mandatory under the ISI Mark Scheme with effect from 09 November 2001. Medical-device registration with the Central Drugs Standard Control Organisation and Legal Metrology approvals administered by the Ministry of Health and Family Welfare apply as separate customs-clearance overlays.
Procedural directions for customs clearance are issued by: Directorate General of Foreign Trade.
- 1Source only from a Bureau of Indian Standards CM/L-licensed manufacturer holding a current licence against IS 3055 (Part 1) for solid-stem clinical thermometers or IS 3055 (Part 2) for enclosed-scale types. Verify the supplier's CM/L number, licensed product scope, and manufacturing facility on the BIS online register before placing the purchase order.G.S.R. 843(E) dated 09-11-2001, Ministry of Consumer Affairs, Food and Public Distribution · General Note 2 of the ITC (HS) Import Policy
- 2Ensure each thermometer bears the ISI mark and the supplier's CM/L number under Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018. Marking must appear on the product itself; packaging-only marking does not satisfy the requirement.Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018 · G.S.R. 843(E) dated 09-11-2001
- 3Verify Legal Metrology registration and product approval certificates for the clinical thermometer before import. Sections 19, 20, and 22 of the Legal Metrology Act, 2009 and Rules 11 to 15 (Eighth Schedule) of the Legal Metrology (General) Rules, 2011 govern the applicable registration and approval requirements.Sections 19, 20 and 22 of the Legal Metrology Act, 2009 · Rules 11 to 15, Eighth Schedule, Legal Metrology (General) Rules, 2011
- 4Obtain Central Drugs Standard Control Organisation import registration for clinical thermometers listed under G.S.R. 102(E). CDSCO registration is independent of the BIS QCO obligation and must be current on the date of the bill of entry.G.S.R. 102(E) dated 11-02-2020, Ministry of Health and Family Welfare
- 5Quote the supplier's BIS CM/L number, the CDSCO registration reference, and the Legal Metrology product approval on the bill of entry. Customs verifies the CM/L against the BIS register in real time; an absent, expired, or scope-mismatched licence triggers consignment detention.BIS Act, 2016 · Customs Act, 1962 · G.S.R. 843(E) dated 09-11-2001 · G.S.R. 102(E) dated 11-02-2020
The most common error on this tariff line is sourcing a CM/L licence against IS 3055 without verifying which Part covers the consignment's thermometer type. A CM/L issued for IS 3055 (Part 1) solid-stem thermometers does not cover IS 3055 (Part 2) enclosed-scale thermometers, and customs detains mixed-type consignments where even one variant falls outside the licensed Part. Confirm the supplier's licence Part-coverage against the actual product type before shipment, not at the port.
