Other medical, surgical, dental or veterinary instruments and appliances
HSN 9018 90 19 covers miscellaneous medical instruments and appliances subject to Central Drugs Standard Control Organisation (CDSCO) registration under G.S.R. 102(E) dated 11-02-2020, issued by the Ministry of Health and Family Welfare (MOHFW). Import of used or refurbished high-end medical equipment is separately restricted under conditions set by the Ministry of Environment, Forest and Climate Change (MEFCC), with the permitted equipment list governed by CBIC Instruction 08/2024-Customs and Instruction 25/2024-Customs.
- Registration certificate from CDSCO
- Import permit from CDSCO
- MEFCC conditions compliance from MOHFW
- 1Verify that the medical device falls within the list notified under G.S.R. 102(E) dated 11-02-2020 and obtain the requisite CDSCO registration before filing the bill of entry. The registration certificate must be uploaded in e-Sanchit; consignments lacking a current CDSCO registration are liable to detention at port.G.S.R. 102(E) dated 11-02-2020, Ministry of Health and Family Welfare
- 2If the consignment comprises used or refurbished high-end, high-value medical equipment, confirm it appears on the permitted-equipment list issued under CBIC Instruction 08/2024-Customs dated 05-04-2024 and CBIC Instruction 25/2024-Customs dated 28-10-2024. Equipment not on the permitted list is restricted and cannot be imported in a used or refurbished state.CBIC Instruction 08/2024-Customs dated 05-04-2024 · CBIC Instruction 25/2024-Customs dated 28-10-2024
- 3For used or refurbished equipment, comply with all conditions stipulated in the Office Memorandum issued by the Ministry of Environment, Forest and Climate Change dated 15-12-2023. Non-compliance with those conditions constitutes a separate regulatory breach independent of the CDSCO registration requirement.O.M. issued by Ministry of Environment, Forest and Climate Change dated 15-12-2023
The most common error on this tariff line is assuming that a valid CDSCO registration alone clears a used or refurbished consignment for import. The MEFCC conditions and the CBIC Instruction 08/2024-Customs permitted-equipment list impose a parallel and independent gate: if the specific equipment model does not appear on that list, CDSCO registration is irrelevant and the consignment remains Restricted — liable to seizure, re-export direction, and demurrage accumulation at the port of entry.
