Drawing and marking-out instruments
Drawing and marking-out instruments (drafting, mathematical calculating)
HSN 9017 20 10 (Drawing and marking-out instruments) is subject to Central Drugs Standard Control Organisation (CDSCO) registration requirements where the instrument falls within the medical devices listed under G.S.R. 102(E) dated 11-02-2020, issued by the Ministry of Health and Family Welfare (MOHFW). A certificate of registration of importer of weights and measures (document code 101lm1) must be uploaded in e-Sanchit before out-of-charge at the bill of entry.
- CDSCO registration from CDSCO
- Registration certificate from Legal Metrology
- G.S.R. 102(E) compliance declaration
- 1Confirm whether the drawing or marking-out instrument falls within the medical devices listed in G.S.R. 102(E) dated 11-02-2020. Where it does, obtain CDSCO registration as importer before the bill of entry is filed; non-registration renders the consignment liable to detention and seizure.G.S.R. 102(E) dated 11-02-2020 issued by Ministry of Health and Family Welfare
- 2Upload the certificate of registration of importer of weights and measures (document code 101lm1) in e-Sanchit before the bill of entry is assessed. The proper officer is required to verify this upload before granting out-of-charge.Document code 101lm1 · e-Sanchit mandatory document requirement per CCR
The most common error on this tariff line is assuming that all drawing and marking-out instruments under HSN 9017 20 10 are commercial-use items outside the medical-device regime. Where a product is listed in G.S.R. 102(E) dated 11-02-2020, CDSCO registration is mandatory regardless of the commercial or industrial framing of the import; presenting only the weights-and-measures certificate without the CDSCO registration for a notified medical device will result in consignment detention pending PGA clearance.
