HSN 9015 80 20 (Meteorological instruments) is subject to Central Drugs Standard Control Organisation (CDSCO) registration under the Medical Devices Rules, 2017, where the instrument is listed in G.S.R. 102(E) dated 11-02-2020 issued by the Ministry of Health and Family Welfare (MOHFW). Instruments with wireless or telecom functionality are additionally subject to mandatory certification under the Mandatory Testing and Certification of Telecom Equipment (MTCTE) framework administered by the Department of Telecommunications.
- Registration certificate from CDSCO
- MTCTE certification from DoT
- MOHFW compliance declaration
- 1Verify whether the meteorological instrument falls within the notified medical device categories listed in G.S.R. 102(E) dated 11-02-2020 issued by the Ministry of Health and Family Welfare. If listed, obtain CDSCO registration before the bill of entry is filed; import without valid registration renders the consignment liable to detention and seizure.G.S.R. 102(E) dated 11-02-2020, Ministry of Health and Family Welfare · Medical Devices Rules, 2017
- 2Where the instrument incorporates telecom or wireless functionality, confirm that it appears on the MTCTE notified product list and obtain mandatory type-approval certification before import. Refer to DoT Notification TEC/01/2017-TC dated 04-07-2019 as amended vide F.No. 5-2/2021-TC/TEC/131 dated 13-06-2022 and F.No. 5-2/2024-TC/TEC (Pt.1) dated 25-02-2025 for the current list of notified telecom products.Indian Telegraph (Amendment) Rules, 2017 · DoT Notification TEC/01/2017-TC dated 04-07-2019 · F.No. 5-2/2021-TC/TEC/131 dated 13-06-2022 · F.No. 5-2/2024-TC/TEC (Pt.1) dated 25-02-2025
The most common error on this tariff line is importing a meteorological instrument that incorporates a sensor or data-transmission module without checking whether the device is simultaneously notified as a medical device under G.S.R. 102(E) and as a telecom product under MTCTE — a dual-regime trap that triggers two separate pre-import clearances. Failure to obtain CDSCO registration for a listed medical device results in consignment detention at port regardless of MTCTE compliance, and vice versa; both clearances must be current and in hand before the bill of entry is filed.
