Non-mechanically propelled vehicles, other than trailers
HSN 8716 80 90 (Other non-mechanically propelled vehicles) is subject to the ITC (HS) Restricted-import policy administered by the Directorate General of Foreign Trade (DGFT), with port-of-entry restrictions under DGFT Notification 18/2015-20 and 59/2023. Import of new vehicles is permitted only through 18 notified seaports, airports, and inland container depots; second-hand vehicles are additionally restricted to Mumbai port only.

The most frequent error on this tariff line is conflating the general port restriction for new vehicles with the stricter second-hand vehicle rule: second-hand vehicles are permitted solely through Mumbai port under Condition 1, and consignments mis-routed to any other notified port face detention and re-export at the importer's cost. Homologation compliance — including right-hand drive and kilometre speedometer specifications — must be confirmed before vessel departure; corrections after arrival attract customs examination delays and demurrage.
