Bicycle wheels
Assembled bicycle wheels for road use
HSN 8714 99 20 (bicycle wheels) is covered by a Bureau of Indian Standards Quality Control Order. Retro-reflective devices on bicycle wheels must conform to IS/ISO 6742-2:2015 under the ISI Mark Scheme (Scheme-I) and to Clause 4.14 of IS 10613:2014 under a Certificate of Conformity (Scheme-IV), both with effect from 01 July 2023 under the Bicycles-Retro Reflective Devices (Quality Control) Order, 2023. No separate customs-clearance overlay applies to this tariff line.
- 1Verify that the foreign manufacturer holds a current Bureau of Indian Standards CM/L licence against IS/ISO 6742-2:2015 for retro-reflective devices (Scheme-I, Table 1 goods). Confirm the licensed product scope and manufacturing facility address on the BIS online register before placing the purchase order.Bicycles-Retro Reflective Devices (Quality Control) Order, 2023 · S.O. 882(E) dated 23-02-2023 · Scheme-I of Schedule-II of BIS (Conformity Assessment) Regulations, 2018
- 2For retro-reflective devices falling under Table 2 of the QCO (bicycle safety requirements), obtain a BIS Certificate of Conformity under Scheme-IV of Schedule-II of the BIS (Conformity Assessment) Regulations, 2018 confirming conformity to the essential requirements in Clause 4.14 of IS 10613:2014.Bicycles-Retro Reflective Devices (Quality Control) Order, 2023 · S.O. 882(E) dated 23-02-2023 · Scheme-IV of Schedule-II of BIS (Conformity Assessment) Regulations, 2018
- 3Ensure retro-reflective devices on each wheel bear the ISI standard mark under the CM/L licence number where Scheme-I applies. Marking must appear on the device itself; marking on packaging alone does not satisfy the requirement.Scheme-I of Schedule-II of BIS (Conformity Assessment) Regulations, 2018 · Bicycles-Retro Reflective Devices (Quality Control) Order, 2023
- 4Quote the supplier's BIS CM/L licence number and, where applicable, the Certificate of Conformity reference on the bill of entry. Customs verifies the CM/L in real time against the BIS register; an absent, expired, or scope-mismatched licence triggers consignment detention.BIS Act, 2016 · Bicycles-Retro Reflective Devices (Quality Control) Order, 2023 · S.O. 882(E) dated 23-02-2023 · Customs Act, 1962
The single most common error on this tariff line is treating the two-track BIS compliance structure as a single obligation. Table 1 retro-reflective devices require ISI-mark licensing under Scheme-I against IS/ISO 6742-2:2015; Table 2 retro-reflective devices for bicycle safety requirements require only a Certificate of Conformity under Scheme-IV against Clause 4.14 of IS 10613:2014 — a lighter but distinct obligation. Conflating the two tracks — or presenting a Scheme-I CM/L for a Scheme-IV product — causes the bill of entry to fail verification at port, resulting in detention regardless of the physical quality of the goods.
