Wheel rims and spokes for cycles and motor vehicles
HSN 8714 92 90 (wheel rims and spokes, other) is covered by Bureau of Indian Standards Quality Control Orders under multiple notifications. Wheel rims for 2-wheelers, 3-wheelers, e-rickshaws and e-carts must conform to IS 16192 (Parts 1, 2 and 3); rims for all other vehicle categories must conform to IS 9436 — both under the ISI Mark Scheme with effect from 22 December 2023. Bicycle-component imports additionally attract IS 10613:2014 requirements under the Bicycles-Retro Reflective Devices (Quality Control) Order, 2023.

The single most common error on this tariff line is sourcing against a single CM/L licence without verifying vehicle-category scope: IS 16192 (Parts 1, 2 and 3) and IS 9436 are not interchangeable — a rim certified under IS 9436 for cars cannot clear customs as a 2-wheeler rim requiring IS 16192, and vice versa. Importers who consolidate mixed-category consignments under one CM/L routinely face detention and demurrage when customs cross-checks the licensed scope against the invoice's vehicle-category description.
