HSN 8714 10 90 (other motorcycle and moped parts, including wheel rims) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS 16192 (Parts 1, 2, and 3) for two-wheeler, three-wheeler, e-rickshaw, and e-cart wheel rims, or IS 9436 for all other vehicle categories, is mandatory under the ISI Mark Scheme with effect from 22 December 2023 under the Automobile Wheel Rim Component (Quality Control) Amendment Order-II, 2023. No separate customs-clearance overlay applies to this tariff line.

The single most common error on this tariff line is applying the wrong Indian Standard to the consignment — sourcing IS 9436-licensed rims when the product is destined for two-wheelers or e-rickshaws (which require IS 16192), or vice versa. The CM/L licence is standard-specific and vehicle-category-specific; a rim bearing an ISI mark against IS 9436 does not satisfy the QCO obligation for two-wheeler fitment, and customs detention follows regardless of the mark's physical presence on the product.
