Non-motorised bicycles for road use
HSN 8712 00 10 (Bicycles) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS 10613:2014 (retro-reflective device safety requirements, Clause 4.14) and IS/ISO 6742-2:2015 (retro-reflective devices for cycles) is mandatory under the ISI Mark Scheme and the Certificate of Conformity regime with effect from 01 July 2023, by virtue of the Bicycles-Retro Reflective Devices (Quality Control) Order, 2023. No separate customs-clearance overlay is recorded for this tariff line.
- 1Verify that the foreign manufacturer holds a current BIS CM/L licence against IS/ISO 6742-2:2015 (retro-reflective devices) under Scheme-I of Schedule-II of the BIS (Conformity Assessment) Regulations, 2018. Confirm the licensed product scope and manufacturing facility on the BIS online register before placing the purchase order.Bicycles-Retro Reflective Devices (Quality Control) Order, 2023 · S.O. 882(E) dated 23-02-2023 · Scheme-I of Schedule-II of BIS (CA) Regulations, 2018
- 2Obtain a Bureau of Indian Standards Certificate of Conformity confirming that the bicycle's retro-reflective devices meet the Essential Requirements under Clause 4.14 of IS 10613:2014. This Certificate of Conformity is issued under Scheme-IV of Schedule-II of the BIS (Conformity Assessment) Regulations, 2018 and is separate from the CM/L.Bicycles-Retro Reflective Devices (Quality Control) Order, 2023 · S.O. 882(E) dated 23-02-2023 · Scheme-IV of Schedule-II of BIS (CA) Regulations, 2018
- 3Ensure the retro-reflective devices on each bicycle bear the ISI mark and the supplier's CM/L number under Scheme-I, and that the consignment-level Certificate of Conformity against IS 10613:2014 Clause 4.14 accompanies the shipment. Marking must appear on the devices, not on packaging alone.Scheme-I of Schedule-II of BIS (CA) Regulations, 2018 · IS 10613:2014 Clause 4.14
- 4Quote the supplier's BIS CM/L number and the Certificate of Conformity reference on the bill of entry. Customs verifies the CM/L in real time against the BIS register; an absent, expired, or scope-mismatched CM/L or Certificate of Conformity triggers consignment detention.Bicycles-Retro Reflective Devices (Quality Control) Order, 2023 · BIS Act, 2016 · Customs Act, 1962
The single most common error on this tariff line is treating the BIS obligation as covering the complete bicycle under a single CM/L, when the Quality Control Order is specifically anchored to retro-reflective devices — governed by two distinct certification pathways: an ISI mark CM/L under Scheme-I for the retro-reflective device itself (IS/ISO 6742-2:2015) and a Certificate of Conformity under Scheme-IV for the bicycle's essential retro-reflective safety requirements (IS 10613:2014 Clause 4.14). Importers who obtain only one of the two certifications face detention on the other, and the failure is not discovered until port examination.
