Electric motorcycles and mopeds with auxiliary motor (other)
HSN 8711 60 90 (electric motorcycles and mopeds with auxiliary motor, other) is subject to Directorate General of Foreign Trade (DGFT) Restricted-import policy under ITC (HS) Conditions 1, 2 and 7 of Chapter 87, with new vehicles permitted only through 18 specified ports notified under DGFT Notification 18/2015-20 and DGFT Notification 59/2023. Compliance with the Motor Vehicles Act, 1988 and Rules — including homologation or type-approval, right-hand drive, km-calibrated speedometer and head-lamp photometry — is verified at the bill of entry stage.

The most common error on this tariff line is conflating the port list for new vehicles with the rules for second-hand vehicles: the 18-port list applies to new vehicles, while second-hand electric motorcycles may enter only through Mumbai port under Condition 1 of Chapter 87. An importer who ships a second-hand consignment to Nhava Sheva or any other designated-but-non-Mumbai port faces detention and re-export exposure even though Nhava Sheva appears on the new-vehicle permitted list.
