Electric mopeds with motor for propulsion
HSN 8711 60 30 (Mopeds) is subject to the ITC (HS) Restricted-import policy administered by the Directorate General of Foreign Trade (DGFT) under Conditions 1, 2 and 7 of Chapter 87, with import permitted only through 18 designated ports and ICDs notified under DGFT Notification 18/2015-20 and 59/2023-24. Motor Vehicles Act, 1988 compliance — including homologation, right-hand drive, kilometre speedometer, and headlamp photometry requirements — must be satisfied at the bill of entry stage.

The most common error on this tariff line is assuming that arrival at any of the 18 designated ports satisfies the port-restriction condition for all vehicle categories. Second-hand electric mopeds face a narrower restriction — Mumbai seaport only — and a consignment of used vehicles routed to, for instance, Mundra or Chennai Air Cargo is subject to detention and compelled re-export regardless of homologation status. Verify the new-versus-second-hand classification of every shipment before booking freight.
